    Engineering Tech Lead

     

    Part-time pre-award work up to 20 hours per week

    We are seeking a qualified professional to join our team in a part-time, pre-award capacity, supporting the capture and proposal phase of an active Request for Proposal (RFP). In this role, the selected individual will collaborate with our proposal and capture team to help shape the technical solution, support presentation and oral preparation, and contribute to winning the contract.

     

    If the contract is awarded, the candidate will transition into a full-time role as part of the delivery team. This is an excellent opportunity for someone who wants to be directly involved in the pursuit phase and then carry that momentum into project execution.

     

    We are seeking an Engineering Technical Lead to serve as both the engineering delivery lead and primary technical advisor for the SEC engagement. In this role, the Engineering Technical Lead will lead technical delivery team—comprising engineers, analysts, and designers—in delivering world-class, impactful solutions that enable the SEC’s system to collect, validate, review, approve, post, and disseminate information more effectively and efficiently.

     

    The Technical Lead will combine hands-on engineering and architectural expertise with strategic leadership, guiding both Fearless and government engineers in the design, development, and continuous modernization of complex systems within a secure, cloud-native environment.

    Responsibilities:

    Technical Leadership & Strategy:

    • Serve as the lead technical authority and Fearless (Tech) Team Lead for the SEC engagement, ensuring delivery of high-quality, secure, and scalable software solutions.

    • Cultivate trusted relationships with key stakeholders within the SEC, acting as a strategic technical advisor who can translate mission needs into actionable, technically sound solutions.

    • Architect, justify, and advocate for technical solutions that balance innovation with maintainability, cost, and compliance requirements.

    • Lead a combined team of Fearless, government, and third-party engineers to deliver solutions using both legacy and modern technologies while introducing innovative, cloud-native approaches.

    • Collaborate closely with the Project Manager (Scrum Master), Business Team, and other stakeholders to ensure requirements are clear, feasible, and effectively implemented.

    • Work across multiple IT organizations with differing priorities to align on shared technical goals and deliverables.

    Software Engineering & Cloud Architecture

    • Design and oversee implementation of secure, scalable, and cost-optimized cloud infrastructure in Amazon Web Services (AWS) using services such as EC2, S3, Lambda, RDS, ECS/EKS, CloudWatch, and IAM.

    • Employ Infrastructure as Code (IaC) tools (e.g., Terraform, CloudFormation) to automate provisioning and configuration.

    • Drive development of robust front-end and back-end components that meet user, business, and enterprise security requirements.

    • Implement and maintain CI/CD pipelines (e.g., GitHub Actions, CircleCI) that automate testing, scanning, and deployment to ensure reliable delivery.

    • Maintain rigorous QA/QC, testing, and code review standards to achieve high-quality, “green” releases.

    • Security, Compliance, and DevSecOps

    • Ensure all solutions adhere to FISMA, FedRAMP, and NIST 800-53 standards; collaborate with security teams to achieve and maintain Authority to Operate (ATO).

    • Integrate encryption, access controls, logging, monitoring, and compliance reporting within delivery pipelines.

    • Champion DevSecOps principles, embedding security into every phase of the software development lifecycle.

    • Utilize monitoring and observability tools such as CloudWatch, Datadog, or Prometheus to ensure system reliability and transparency.

    Team Leadership & Collaboration:

    • Lead, teach, and mentor engineers—building their technical, leadership, and problem-solving capabilities.

    • Guide the Technical Team to continuously improve efficiency, adopting new tools and technologies to reduce manual labor hours for equivalent delivery scope.

    • Partner with the Business and Delivery Teams to continuously improve specification quality for both human and AI-based development workflows.

    • Promote a culture of technical excellence, innovation, and continuous learning across the team.

    • Represent the engineering team in discussions with government stakeholders; provide transparent updates, technical insights, and risk mitigation strategies.

    • Foster collaboration across multidisciplinary teams, ensuring alignment between technical solutions, business goals, and user needs.

    • Promote continuous improvement of delivery workflows, Agile maturity, and Fearless methodologies such as “Start Green, Stay Green, Be Purple” and the Fearless Factory model.

    • Provide feedback to support continuous improvement of Fearless methodologies, processes, and tools.

    • Advocate for iterative delivery, Agile best practices, test automation, and user-centered design.

    • Act as the backup to the SEC Account Manager and/or Project Manager stepping in to fulfill account management duties when required.

    Experience:

    • Minimum of 7 years of software engineering experience, including at least 2 years in a technical leadership role and 3 years designing and delivering solutions in AWS environments.

    • Ability to obtain and maintain a Public Trust clearance.

    • Bachelor’s degree or higher.

    • Experience leading federal cloud modernization projects, ideally within financial regulatory or similar high-compliance environments.

    • Experience integrating compliance tools for logging, scanning, and security validation in federal systems.

    • Hands-on experience with Infrastructure as Code (Terraform, CloudFormation) and CI/CD tools (GitHub Actions, CircleCI, Jenkins).

    • Deep understanding of DevSecOps, containerization (Docker, ECS/EKS), and secure software development.

    • Proficient in one or more backend languages (e.g., Python, Java, Node.js) and modern frontend frameworks (e.g., React, Angular).

    • Experience with monitoring, observability, and logging tools such as CloudWatch, Datadog, or Prometheus.

    • Familiarity with NIST 800-53, FedRAMP, Zero Trust, and federal ATO processes.

    • Proven ability to lead Agile software teams, manage change, and align delivery with stakeholder goals.

    • Excellent communication, facilitation, and decision-making skills.

    • AWS certification (e.g., Solutions Architect, DevOps Engineer) preferred

    • Familiarity with Agile frameworks (Scrum, SAFe) and human-centered design practices.

    • Knowledge of data governance, cloud cost optimization, and disaster recovery best practices.
