Description of Work Unit
The mission of the Capital Planning and Programming department is to provide administrative, management, and professional services to facilitate and complete new construction, renovation and replacement of the physical facilities and infrastructure at Colorado State University. We directly support the University’s strategic objectives in administration, instruction, research, and public service. Our department is responsible for the concurrent management of multiple, and inherently complex projects with personnel that require a high level of training and expertise. We ensure that the stated objectives of each project are met while minimizing disruptions to University operations. All projects are carefully executed in compliance with the State of Colorado Policies and Procedures including all associated legislative statutes as administered by the Office of the State Architect through our delegation. To that end, customer service, industry partnership and teamwork are paramount. Through the facilities we create and develop; with ongoing anticipation and careful coordination, the underlying goal of our department is to do things better, faster and with innovation to support the research, teaching, service and outreach mission of Colorado State University and to promote long-term success.

Position Summary
Assist Team Lead with Capital Design and Construction Project Approvals and Controlled Maintenance submittal management and administration. Works with Colorado State University Board of Governors ( BOG ), Vice President for University Operations ( VPUO ), Legislative and Office of the State Architect ( OSA ) policies and procedures assisting with project planning, programming, requests, and approvals for capital projects at Colorado State University. Assists in developing priorities for controlled maintenance and capital renewal requests with associated schedule and budget codification. Coordinates with internal FM leadership and the Office of the State Architect – Energy Performance Manager and others to develop priorities and advise on viability , logistics, budgets and schedules for the controlled maintenance budget request and annual report. Informs decisions on long range plans, building budgets, constructions process, schedule and budget development . Coordinates and monitors project approvals incrementally from the earliest stages of project planning thru construction. Assembles project summary documents including building code compliance forms and financial close out.
Position Minimum Qualifications
Seven years of experience in a field similar or related to the work assigned to the position
such as a project approval specialist.
Preferred Qualifications
+ Higher education experience.
+ Experience with board approval processes involving project program planning and controlled maintenance , capital renewal requests and submittals.
+ Experience working with legislative staff in project review process, policy development and refinement.
+ Training or qualifications within the Architect/Engineering fields.
+ BS in Architecture or Engineering.

• Advises on Controlled Maintenance and Capital Renewal Priorities – Assists with associated submittals
• Advises on Planning Priorities and associated programming processes and initial budget and schedule determinations
• Advises on the Capital Development Process
• Advises on the appropriate cost metrics by space type, escalation indexes, compounding factors and range analysis for budgetary review
• Advises on appropriate sources for benchmarking cost and schedule metrics across other delegated agencies and private sector projects.
• Assists in assembling project closeout documents around code compliance and finanicial project close
• Assists with legislative process research and advises on policy refinements
• Assists with document preparation to inform legislative and board presentations

• Working with the University Architect, assist in developing conceptual design, project program plans and project development plans for approved projects. Work may include developing associated bridging documents for select design-build lump sum projects and preparing graphics for ongoing campus communications.

• Assist in Preparation of the the State of Colorado Capital Construction Budget Request ( CCBR )
• Assist in Preparation of the State of Colorado Controlled Maintenance Budget Request ( CMBR )
• Assist in Preparation of the Office of the State Architect ( OSA ) project closeout summary documents from project information provided by design and construction team members.
• Assist in Preparation of Building Audits to inform Capital Renewal Requests when prioritized for the CCBR .
