The Office of STI/HIV/VH is committed to high-quality services, innovative public health practice and community partnerships. We work to ensure quality and medically accurate STI/HIV/VH related prevention, care, and treatment services for all people in Colorado. Functions include public health surveillance of STI/HIV/VH; followup of people newly diagnosed with a STI/HIV/VH to ensure adequate treatment and referrals to care; access to care, partner’s services, and treatment as appropriate; developing comprehensive prevention programs; and conducting program evaluation to enhance the use of STI/HIV/VH data to direct prevention and care activities. What you will be doing
The position serves within the Fiscal Unit of the Office of STI/HIV/Viral Hepatitis. This position supports a range of fiscal tasks, including both pre-award and post-award activities. Pre-award responsibilities includes supporting document collection, tracking, and record-keeping. Post-award duties involves supporting preparing reimbursement documentation, processing payments for goods and services.
Job Duties:
Accounts Payable & General Support
+ This position provides essential support to the Staff Accountant in performing a variety of financial tasks for the Office.
+ Review and processing of financial transactions to ensure compliance with Generally Accepted Accounting Principles (GAAP), state fiscal rules, and departmental policies and procedures.
+ This position assist the Staff Accountant with recording, correcting, and reconciling accounting entries related to payments, reimbursements, and vendor setup, and payment verification.
+ Evaluate & reports on monthly expenditures against budget allocations, maintaining internal fiscal tracking systems, and preparing post-award materials for unit projects.
+ Manages the use of unit Fleet Vehicles
+ Attends meetings to provide clear explanations to improve understanding among non-fiscal staff.
+ Updates the internal fiscal trackers.
Contract Management & Procurement Support
+ Manages procurement processes, including documented quotes, Requests for Proposals (RFPs), and applications, compliance with established procedures.
+ Tracks contract start and end dates, supporting program managers with coordinating extensions, amendments, or closures as needed.
+ Maintains contract records and ensuring compliance with record retention policies.
+ Ensures documents are complete and accurate for efficient processing of contract requests.
+ Identifies and reports contract status throughout the approval process and notifies contractors and program staff of fully executed contracts and purchase orders.
+ Coordinates with the Contract Administrator and the Procurement Service Unit.
+ Support the unit’s Contract Administrator by preparing and assembling internal and external routing forms, CORE and CMS documents, Personal Service Certification forms, and justifications as needed.
+ Facilitates consultation meetings and support the drafting and processing of procurement agreements.
Training and Professional Development
+ This position is guided to complete department level training offered by the contract and procurement team, State Purchasing and Contract Office, Central Accounting and other offered by community and funding partners to strengthen their knowledge and skill set in Public Health, Finances and Grant Administration.

Experience Only:
Three (3) years of relevant experience in human services or accounting (such as financial reconciliations, accounts payable, accounts receivable, preparing monthly financial statements, and preparing or reviewing journal entries), or other closely related experience in an occupation related to the work assigned to this position.
OR:
Education and Experience:
A combination of related education from an accredited institution in A ccounting, Finance, Public Health , Business Administration, or a field of study closely related to the work assignment. AND/OR Relevant experience in human services or accounting (such as financial reconciliations, accounts payable, accounts receivable, preparing monthly financial statements, and preparing or reviewing journal entries), or other closely related experience in an occupation related to the work assigned to this position equal to three (3) years.

Preferred Qualifications:
In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
+ Relevant experience with the State of Colorado.
+ Google & Excel Spreadsheet Experience - formulas (i.e v-lookup, SUMIF), creating pivot tables
+ Prior Colorado procurement experience
+ Experience working with budget, accounts and receivables
+ At least six (6) months of CORE (Colorado Operations Resource Engine) experiences
+ Strong conceptual knowledge of theory, principles and practices of Accounting.
+ Experience using Microsoft Excel including ability to do pivot tables and data analysis.
+ Experience with fiscal monitoring and tracking.
+ Experience applying laws and regulations to complete processes.
+ Attention to detail.
+ Strong written communication skills
+ Ability to prioritize work, including planning and organizing work assignments effectively.

Conditions of Employment:
+ Pursuant to CDPHE policy, a background check is required for all positions at CDPHE.
+ Critical Status: Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
