    Position Overview and Responsibilities:

    This is a highly visible, customer-facing role responsible for enterprise-level business analysis, project management and program management, and project oversight serving internal teams within the Florida Digital Service and external entities across the State of Florida Enterprise. The Enterprise Technology Project Manager is responsible for delivering strategic and operational results through project oversight, subject-matter expertise, and team-oriented leadership. Duties include but are not limited to performing oversight of technology projects that meet requirements defined in Florida Statute, directly managing internal technology projects, and driving Florida’s digital transformation by effectively facilitating the delivery of enterprise-wide solutions and services designed to further the mission of FL[DS] and meet customer needs in the areas of cybersecurity, data interoperability, and technology project management. The ideal candidate for this position can engage with and capture customer needs in a manner that facilitates identification and delivery of a solution, embodies servant leadership, is highly organized, adaptable, curious, detail-oriented, strategically motivated, an active listener with strong interpersonal and facilitation skills, and takes ownership of their work.

    Responsibilities:

    + Performs oversight of large state information technology projects including independent analysis, review and reporting on a technology project’s scope, schedule, and budget while quantifying variances, and identifying issues and risks threatening the successful and timely completion of the project.

    + Serves as a subject-matter expert in project management and oversight areas. Provides guidance and direction to junior project managers and external stakeholders on project management and oversight best practices and standard processes. Develops and maintains procedures, creates and maintains process documentation, and creates and delivers presentations related to technical industry subjects.

    + Leverages servant leadership qualities to successfully manage internal Florida Digital Service technology projects, ensuring their timely and successful completion in a manner that builds partner relationships and gains stakeholder trust. Includes facilitating the resolution of implementation conflicts, monitoring and reporting individual and enterprise project or program status, issues, and risks to executive management.

    + Develop and enhance the community of practice, center of excellence, training creation and facilitation, and project management talent pipeline initiatives to continuously adapt to and improve upon current service offerings and changing industry demands.

    + Other duties as required.

    Knowledge, skills and abilities, including utilization of equipment, required for the position:

    + Expertise of project management processes and best practices as applied in an information technology environment

    + Expertise of project and program management tools and resources that facilitate best practices and principles and emphasize agile and hybrid project management methodologies, and risk, issue, and organizational change management.

    + Ability to organize, analyze, and visualize information to make informed decisions through a business acumen lens.

    + Ability to establish and maintain effective working relationships and resource management, utilizing established and potential networks and stakeholder partnerships.

    + Experience delivering training presentations to varying groups of stakeholders

    + Ability to comprehend complex information and articulate it in an understandable format, both written and verbally.

    + Ability to work with a sense of ownership and commitment.

    + Skill in the use of MS Word, MS Excel, MS PowerPoint, MS Access, Project, and MS Visio.

    + Strong critical thinking and judgment skills.

    + Ability to manage and resolve conflict utilizing a customer-centric and servant leadership approach.

    + Ability to process knowledge resources and demonstrate learning agility.

    Certification/Educational Requirements and Preferences:

    Minimum Qualifications:

    + At least three years of experience leading and managing IT projects

    + Project Management Professional (PMP) certification

    Highly Preferred Qualifications:

    + Five years of experience successfully managing IT projects through the entire project lifecycle which includes monitoring and reporting project status, issues, and risks to executive management is strongly preferred, but not required.

    + PMI-ACP certification or other agile project management certification such as a Certified ScrumMaster®

    + Prior experience in a consultant advisory role

    + Ability to sit for extended periods of time. Ability to stand for extended periods of time. Ability to drive and/or fly for long distances. Ability to lift, push and pull up to 30lbs.

    + Criminal background investigation including fingerprinting and statewide and national criminal history records check per Section 110.1127 Florida Statutes, Chapter 435 Florida Statutes and the Federal Bureau of Investigation’s CJIS Security Policy CJISD-ITS-DOC-08140.
