Procurement Manager
POWER Engineers, Inc. is seeking a Procurement Manager. This procurement specialist is responsible for overseeing and executing the purchasing of equipment, materials, and services through the review of approved material requirements and specifications, creating competitive bids, evaluating proposals, and negotiating with vendors/service providers. The role, based on the scope of services being provided, will be accountable for the overall delivery and success of POWER in the execution of Procurement support responsibilities with our customers. The candidate selected for this position may work remotely full-time at a location other than a POWER Engineers-designated office/job site. Employees may travel to a POWER office for periodic meetings.
Job Summary of Roles and Responsibilities
Required Education/Experience
+ A minimum of five (5) years experience in supply chain management, or complementary areas
+ A minimum of three (3) years of industry experience (Power Delivery, Utility Sector)
+ Knowledge and experience working within a projected role and environment
+ Quantifiable in managing relationships with Internal and External stakeholders
+ Ability to lead problem-resolution sessions with internal customers and suppliers
+ Assessment skills including the ability to review and evaluate proposals
+ Ability to negotiate with vendors/service providers including the ability to develop strategies and tactics, and influence decisions
+ Excellent interpersonal skills including the ability to work with all levels of an organization; ability to work as a member of a team
+ Proficient with the use of personal computers and Microsoft Office Suite
+ Exceptional communication skills (oral and written)
+ Knowledge of electric utility structure, policies, procedures, rules, and regulations
+ Understanding of SOX Compliance, the Uniform Commercial Code and contract law and how they relate to Procurement Services

Essential Duties and Responsibilities
+ Work with teams to develop business and commercial requirements, specifications, supply chain objectives, sourcing criteria, market and supplier evaluations, proposal evaluation criteria and models, and purchase recommendations for materials and services
+ Provide oversight and direction in procurement activities with utility clients pursuing large capital investment programs.
+ Develop comprehensive procurement strategies for services, materials, and equipment.
+ Conduct competitive bids which result in purchasing of materials or services from the best-evaluated supplier derived from the bid evaluation
+ Negotiate commercial terms and conditions for capital projects, services, purchases, and related contracts under general supervision
+ Purchase medium to high value/risk goods and services
+ Assist with establishing identified domestic and international sourcing and procurement practices and policies
+ Develop, prepare, distribute, issue, and maintain vendor lists, sourcing strategies, terms and conditions, bilateral agreements, RFP's (Requests for Proposals), proposal evaluation criteria, supplier proposals, and purchase/service orders
+ Meet key performance metrics such as time to market, time to order, and cost savings
+ Develop process-driven practices and improvements ensuring evaluation of entire process from acquisition to disposal
+ Travel: The role will require periodic travel to support the needs of customers and projects and expected to be between 25% to 40% travel.

Base Salary Range: $90K - $140K
The range for this position is being displayed in compliance with all state and local regulations. Salaries are set based on a number of factors to include an individual's job-related knowledge, skills, experience, and education. This means that no two candidates are alike. The range provided above does not include additional compensation such as bonus, health benefits, vacation, 401(k) match, etc.
