    + Merit Increases - New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.

    + Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.

    + Annual Leave Redemption - After 14,560 hours of continuous service an employee may elected to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.

    + Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457Plan. This position is eligible for up to a 3% match on your 401(k) contributions.

    + Health Plans - Full time regular employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: Tier one for employee only is $509 per pay period, tier two for employee plus one is $779 per pay period and tier three for employee plus family is $983 per pay period.

    + Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.

    + Pension Plan - Participation in the County's defined benefit plan.

    VENTURA COUNTY

    The County's 1,873 square miles include 1,846 square miles of land with 42 miles of coastline which is home to the fol­lowing cities and points of interest: Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and Ventura as well as national protected areas such as parts of the Angeles National Forest, Channel Islands National Park, and the Santa Monica Mountains National Recreation Area.

     

    Ventura County is a “general law” county, governed by a five-member, elected-by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, and to advise, assist, and act as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction.

    THE AGENCY

    The primary goal of the Resource Management Agency (RMA) is to protect the health, safety and welfare of the general public through administration and enforcement of County ordinances, Board policy, and state and federal laws regarding land use, and commercial and environmental regulation. The agency includes five divisions: Environmental Health, Building & Safety, Code Compliance, Operations, and Planning. RMA also plays an important role in economic development by assisting County residents and businesses in obtaining permits needed to construct new or reconfigured buildings, start new businesses such as home occupations, restaurants and food service establishments, and agricultural enterprises.

    THE DIVISION

    The mission of the EHD is to protect public health and the environment by ensuring conformance with State laws and County ordinances pertaining to the following programs: food protection, hazardous materials, hazardous waste, onsite wastewater treatment systems, land use, medical waste, ocean water quality monitoring, recreational health, solid waste, underground storage tanks, and vector control.

    THE POSITION

    Under immediate to general supervision, performs work leading to the acquisition of a thorough knowledge of applicable codes, laws, regulations, practices, ordinances and policies in the Environmental Health Division of the Resource Management Agency.

     

    The ideal candidate will have customer service experience in providing services to the public, have knowledge of Environmental Health, possess good interpersonal skills to effectively communicate with managers, employees, and applicants, be an excellent team player and have proficient computer skills including data base and file tracking systems.

    PAYROLL TITLES AND APPROXIMATE SALARIES:

    Resource Management Agency Technician I – Environmental Health $25.09 – $35.02 per hour

     

    Resource Management Agency Technician II – Environmental Health $26.88– $37.53 per hour

     

    Resource Management Agency Technician I and II’s are represented by Service Employees International Union (SEIU) and are eligible for overtime compensation.

     

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary, Fixed Term), Intermittent, and Extra Help and similar vacancies within the Resource Management Agency. There is currently one (1) Regular vacancy within the Environmental Health Division, CUPA Program.

    Examples Of Duties

    Duties may include, but are not limited to the following:

    + Advises the public, design professionals and contractors at both the Environmental Health Division public counter and by telephone on applicable ordinances, regulations, policies and procedures.

    + Reviews permit applications for accuracy and completeness and assists the public in submitting these documents according to division procedures.

    + Researches files and database records to assist and respond to public information requests for records review and customers submitting applications for permits.

    + Maintains files and records for all Environmental Health Division programs in both paper and electronic format, including maintenance of computer database records for regulated facilities and construction permits.

    + Prepares correspondence for Environmental Health Division staff on submitted documents and prepares notices and reports for filing with the Board of Supervisors

    + Receives complaints from the public for all Environmental Health Programs and enters them into a computer tracking database for handling by inspector staff.

    + Calculates and collects fees for permit applications and annual permit payments in accordance with applicable county ordinances.

    + Handles deposits received daily for invoices and enters them into computer database.

    + Issues operating and construction permits.

    + Makes inspections depending on assignment of industrial establishments, sewage disposal systems, solid waste disposal sites, mosquito breeding sites, recreational areas and bathing places; evaluates environmental factors to assure compliance with state and local laws; gives instructions for correction of deficiencies and violations; and secures voluntary compliance.

    + Collects samples for analysis to determine the effectiveness of Environmental Health program control measures.

    + Performs other related duties as assigned.

    Typical Qualifications

    These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING AND EXPERIENCE:

    RMA Technician I – Environmental Health

    To qualify for this classification, an individual must possess any combination of education and experience that would likely produce the required knowledge, skills and abilities. An example of qualifying education/experience is:

     

    + Six (6) months experience in environmental health or a related discipline which has led to the acquisition of the required knowledge and abilities; OR

    + Completion of some college coursework in environmental health, biology, chemistry, microbiology, zoology, or a related discipline.

     

    Possession of an associate degree with emphasis in biology, chemistry, microbiology, zoology, or a related field is desired.

    RMA Technician II – Environmental Health

    Some experience in environmental health which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities may also be obtained by completion of an Associate of Science degree with emphasis in biology, chemistry, microbiology, zoology or a related field AND six (6) months of experience in a related environmental health discipline, OR possession of a related bachelor’s degree

    NECESSARY SPECIAL REQUIREMENTS:

    + Must possess and maintain a valid California driver license.

    + Knowledge, education or experience in Environmental Health.

    + Experience organizing work projects, managing multiple tasks and deadlines with minimal supervision.

    + Intermediate proficiency of Microsoft Office Word and Excel.

    + Experience working in a team environment.

    + Proven track record of providing excellent customer service experience.

    DESIRED:

    + Bachelor's degree in Environmental Health or a related field.

    + Bilingual skills (English/Spanish).

    + Experience in cash handling, including end of shift reconciliation procedures.

    + Eexperience preparing written documentation in a business environment, including correspondence, manuals, project updates, reports and technical documents.

    + Experience with data tracking or case management database software.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Some to working knowledge: ordinances, policies and procedures related to environmental health; environmental health methods and terminology; environmental health programs or services; federal, state and local laws and regulations related to environmental health practices; and computer programs, including input and generating reports from database systems.

     

    Some to working ability to: collect, interpret and evaluate data; understand local ordinances; prepare reasonably clear and concise written reports; communicate effectively orally and in writing; establish and maintain effective relationships with the public and other employees on a team; and organize work projects, managing multiple tasks and deadlines with minimal supervision.

     

    Some to working skill: in customer service and cash handling, including reconciliation procedures.

    ELIGIBLE LIST

Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list. Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
