This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.

     

    As an IT Software Asset Manager, you will manage the full lifecycle of software assets for the organization, including inventory, license compliance, maintenance renewals, and procurement. Responsibilities include tracking and recording software licenses, ensuring compliance with agreements and warranties, and maximizing the value of software investments using tools such as Microsoft Configuration Manager and ManageEngine Asset Explorer. The role also leads the software purchasing process, coordinating with vendors, negotiating quotes, creating purchase orders, and aligning acquisitions with business needs. Working closely with IT, Procurement, and business divisions, as well as MNIT DPS Finance and Contracts teams, this position ensures adherence to procurement and fiscal policies while developing and maintaining procedures for effective software asset management and purchasing.

     

    **This position requires an employee to be onsite at 1430 Maryland Ave E, St Paul, Minnesota up to 3 days per week with the opportunity to work from a telework location on other days.** Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis.     Position requires a minimum of two (2) years of IT related experience in supporting software asset management (SAM), IT procurement, or IT Asset Management.

    Experience must include:

    + Proficiency in Asset Management tools, especially Microsoft Configuration Manager and Manage Engine Asset Explorer.

    + Proficiency with Excel or other data analysis tools for tracking, reconciling, and reporting software inventory and license data.

    + Familiarity with software licensing models (e.g., Microsoft, Adobe, Oracle, or SaaS based tools).

    + Basic understanding of IT service management (ITSM) and configuration management databases (CMDB).

    + Experience managing software renewals, procurement, and vendor relationships.

    + Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

    + Customer service skills that include active listening, empathy, and problem-solving.

    A bachelor’s degree or higher in Information Technology or an IT related field substitutes for two (2) years of experience, OR an IT or related associate’s degree substitutes for one (1) year.

    Preferred Qualifications

    + Knowledge of ITIL® practices, particularly in Asset Management, Configuration Management, or Change Management.

    + Knowledge in areas such as technology asset management systems and services, software audits and license compliance.

    + Self-directed and motivated, able to resolve issues/suggest solutions with minimal guidance.

    + Proven leadership abilities to lead work and coordinate across teams, departments and divisions.

    + Proven experience in Project Management and Scheduling .

    + Experience maintaining hardware/software inventory and licensing records.

    + Familiarity with IT service management systems, best practices, desktop practices and procurement workflows.
