Direct Care and Treatment (DCT) is seeking an individual to join our Integration Team for an exciting and rewarding opportunity as a Business Program Manager! This position will direct the overall enterprise strategic direction and coordination of business processes for the five divisions of DCT, including the Minnesota Sex Offender Program (MSOP), Forensic Services, Mental Health and Substance Abuse Treatment Services (MHSATS), Ambulatory Care and Community Based Services (CBS). This position includes the development, implementation, and coordination of agency activities centered on system modernization, sharing of electronic information, licensing requirements, legislative requirements and court actions.
The goal is to have business processes aligned to accomplish the goal of providing quality and safe, client/patient care within DCT programs, while ensuring efficiency and effectiveness for all DCT employees, stakeholders, and the public.
Responsibilities include:
+ Establish the strategic direction, manage, and coordinate efforts of the Electronic Health Record (EHR), operational systems (Phoenix), and standalone systems for DCT employees and to ensure safe and quality care is provided and tracked for all individuals served.
+ Facilitate business and technical groups to ensure that business processes are in alignment between the five divisions and there is consistency of information entered into all DCT systems.
+ Facilitate vendor interaction with independently established technology related contracts.
Minimum Qualifications

Four (4) years of supervisory experience working with IT systems including Electronic Health Records (EHR) and their application to organizational needs. Experience must include:
+ Project and portfolio management sufficient to redesign, establish and implement systems.
+ Gather and analyze data from different resources, identifying and breaking complex issues, and seeking solutions.
+ Human relation and conflict resolution skills to establish and sustain effective working relationships with colleagues, managers, staff, industry and trade associations, legislators, and others.
+ Principles of accounting, budgeting, and government procurement systems sufficient to monitor agency budgets.
AND
Demonstrated leadership experience. Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
Preferred Qualifications
+ Advanced degree in Business Management, Environmental Health, Project Management, Information Technology, or closely related field.
