This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners.
The Messaging Administrator is responsible for maintaining, supporting, and enhancing the enterprise email environment, including Exchange on-prem, Exchange online, and AWS SES, and related services that provide email functionality for over 40,000 Executive Branch employees, as well as the applications that rely on these services. This position plays a key role in ensuring the stability, availability, and performance of email systems that support mission-critical operations across state agencies.
The administrator will implement and follow established practices and procedures to maintain standards for the administration and proactive management of the enterprise email infrastructure. This includes both on-premises and cloud-based components. The role requires consistent service delivery, effective incident and request management, and a strong focus on customer service. The administrator will also work closely with vendors to ensure positive outcomes and alignment with service expectations.
A core responsibility of this position is to investigate and resolve technical issues, assess their impact, and implement solutions in a timely and efficient manner. The administrator will be expected to prioritize tasks, document procedures, and contribute to the continuous improvement of operational processes. Strong analytical and troubleshooting skills are essential, as the role involves supporting a complex messaging environment that is deeply integrated with business processes across multiple agencies.
Given the dynamic nature of continuous feature updates for Microsoft 365, AWS, and other cloud services, the administrator must be adaptable and able to respond quickly to changes in the platform. This includes staying informed about new capabilities, understanding their implications, and adjusting support strategies accordingly. The position requires a high level of technical expertise, initiative, and the ability to work independently while collaborating effectively with internal teams and external partners.
**This position requires an employee to be onsite at¿600 North Robert Street, Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.** Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis. Minimum Qualifications

Position requires a minimum of four (4) years of IT related experience in Enterprise Email Services.
Experience must include:
+ Experience delivering, managing, and supporting Microsoft Exchange (on-premises and/or Microsoft 365 Exchange Online) in a complex enterprise environment.
+ Experience troubleshooting complex email systems, including mail flow issues, email authentication protocols such as DKIM, DMARC, and SPF, as well as spam filtering technologies.
+ Proficiency in automating administrative tasks and workflows using PowerShell scripting.
+ Ability to understand and analyze business needs and design and develop effective, efficient solutions.
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
+ Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in information technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
Preferred Qualifications
+ Experience delivering, managing, and supporting email services such as Amazon Simple Email Services (SES) or similar platforms.
+ Familiarity with Microsoft Graph API for managing and integrating Microsoft 365 services.
+ Experience managing legal holds and retention policies using Exchange Online, Microsoft 365 Compliance Center, and/or Microsoft Purview eDiscovery tools.
+ Experience supporting multiple clients within a managed services or multi-tenant environment.
+ Familiarity with Agari or similar email security and threat protection platforms.
+ Experience conducting technical walkthroughs focused on optimization, diagnostics, and issue resolution.
+ Knowledge of Web accessibility, including the State of Minnesota technology accessibility standard.
