This position provides strategic leadership and coordination for Minnesota’s Federal Block Grant–required Independent Peer Review (Site Visit) and evidence-based training initiatives for Substance Use Disorder (SUD) treatment providers. As the program review, training and policy coordinator, the incumbent designs and implements a comprehensive peer review program and statewide training strategy to advance the transition to American Society of Addition Medicine (ASAM) standards, ensure state and federal compliance, and improve the quality, consistency, and effectiveness of SUD treatment services. The role also provides clinical and policy guidance, collaborates on the implementation of ASAM 4th Edition standards, and represents the SUD Policy Unit in cross-sector forums to strengthen Minnesota’s SUD system.
Some responsibilities include, but not limited to:
+ Lead the design, implementation, and oversight of the Independent Peer Review program in alignment with Federal Block Grant requirements.
+ Develop, deliver, and manage training initiatives on ASAM standards and evidence-based practices for SUD providers statewide.
+ Partner with the ASAM Policy Lead to inform and support the implementation of ASAM 4th Edition standards in Minnesota.
+ Provide clinical interpretation and policy guidance on ASAM criteria, state statutes, and federal regulations to support provider compliance and quality care delivery.
+ Coordinate the integration of peer review findings into quality improvement, policy development, and system planning efforts.
+ Engage partners in policy proposals, implementation strategies, and feedback processes to strengthen statewide SUD service delivery.
+ Monitor and evaluate training and peer review outcomes to ensure continuous improvement and alignment with federal and state objectives.
Minimum Qualifications

Three (3) years of expert work experience in the field of substance use disorder and/or mental health services.
Experience must clearly demonstrate:
+ Experience in SUD or behavioral health systems, including work related to program oversight, quality assurance, training, or compliance.
+ Demonstrated experience with ASAM criteria and evidence-based treatment practices for SUD services.
+ Familiarity with Minnesota statutes and DHS licensing requirements related to behavioral health and SUD treatment.
+ Proven ability to develop and deliver training or technical assistance to providers or system partners.
+ Skilled at using MS Office Suite programs: Word, Excel, PowerPoint and Outlook.
_* Bachelor’s Degree higher in Human Services, Psychology, Public Health, Social Work or related field may substitute for one (1) year of work experience._
_**Master’s Degree higher in Human Services, Psychology, Public Health, Social Work or related field can substitute for two (2) years of work experience._
Preferred Qualifications
+ Experience working effectively with others from different backgrounds and cultures.
+ Licensed as an alcohol and drug counselor or a mental health professional with substance use disorder experience.
+ Strong organizational and project management skills with attention to detail and accountability.
+ Experience using data and feedback to inform quality improvement and policy decisions.
+ Familiar with Department of Human Services (DHS) programs and services delivery options.
+ Strong human relations, communication, and facilitation skills; communicates clearly and professionally—both verbally and in writing—while engaging stakeholders effectively and responding openly to requests and concerns.
