About the Role
Join one of the most diverse and innovative engineering design teams with multiple specialties within the transportation sector. The Port Authority’s airports, ports, ferries, tunnels, bridges, bus terminals and rail transportation systems are important transportation links in the region. The Traffic Engineering unit within the Engineering/Architecture Design Division serves a unique role within the Port Authority by providing engineering planning, operation and design services throughout the Agency with close coordination with external stakeholders, including Federal, State and local transportation and regulatory agencies. This is a full-time position with an expectation of being in the office at least four days per week.
The Traffic Engineer role will handle transportation planning and traffic engineering work related to design projects for redevelopment, capital projects, operating, and major capital programs. The traffic engineer will support the design development of traffic engineering work with other PA staff and consultants. Additional responsibilities include ensuring designs conform to applicable standards/guidelines/codes and collaborating with PANYNJ Facilities and Line Departments.)
Responsibilities
+ Prepare contract drawings, technical specifications and cost estimates; prepare Traffic Management plans and Maintenance of Traffic (MOT) documents; audit traffic engineering design documents prepared by consultants.
+ Apply knowledge of traffic design concepts related to facilities design, updating of ITS and traffic signal systems, facility signing systems and roadway striping plans.
+ Apply knowledge of traffic operations concepts related to traffic control devices, traffic signal systems, temporary traffic control zones, access management, transportation systems management, traffic ITS, and roadway inventory data/asset management, to evaluate traffic operations, capacity, control, and guidance issues and design appropriate countermeasures.
+ Apply knowledge of transportation planning concepts related to data collection, capacity analysis, geometric design, traffic forecasting, traffic modeling and simulation, and trip assignment, to prepare and/or review planning studies, reports, and functional design plans.
+ Apply knowledge of traffic safety concepts related to crash site analysis, crash data analysis, road safety auditing, speed management, countermeasure development, and evaluation of countermeasure effectiveness, to prepare and/or review safety studies, reports, and conceptual design sketches.
+ Developing, reviewing, and/or managing traffic-related scopes of work, budgets, and schedules for traffic operational assignments.
+ Developing and maintaining records of all project agreements, finances, reports, and documents.
Minimum Qualifications
+ Bachelor’s degree in Civil/Transportation Engineering from an accredited college or university.
+ Minimum four years of experience in the Traffic Engineering field with relevant experience performing traffic planning studies and simulation; geometric design; traffic safety studies; ITS system planning and design; signal operations, sign systems, roadside safety features, and pavement marking design; and preparation of contract drawings, technical specifications, and cost estimates.
+ Proficiency and effectiveness in written and oral communication skills.
+ Proficiency with Microsoft Office Suite (Outlook, Excel, Word, PowerPoint, etc.)
+ Valid Driver's License..
Desired Qualifications
+ Engineer-in-Training (EIT) Certificate.
+ Working knowledge of guidelines and standards such as MUTCD and AASHTO.
+ Experience with traffic analysis software, CAD, GIS, and databases.

The Port Authority of New York and New Jersey anticipates that the actual salary
offered to a successful candidate will depend on aspects such as experience,
knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $93,340 Midpoint: $121,356 Maximum: $149,370
In accordance with Port Authority policy, this position permits employees to work
remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
