About the Role
Join one of the most diverse and innovative engineering design teams with multiple specialties within the transportation sector. The Port Authority’s airports, ports, ferries, tunnels, bridges, bus terminals and rail transportation systems are important transportation links in the region. The Traffic Engineering unit within the Engineering/Architecture Design Division serves a unique role within the Port Authority by providing engineering planning, operation and design services throughout the Agency with close coordination with external stakeholders, including Federal, State and local transportation and regulatory agencies.
The Senior Traffic Engineer will provide oversight and support for transportation and roadway conceptual planning and geometric design efforts for unique, large-scale projects including Facility master plans, roadway design projects, and Redevelopment Programs.
This position will be responsible for leading conceptual planning and geometric design efforts on projects by serving as the lead engineer or task leader, including managing on- site/extension of staff consultants, providing design oversight and directions, ensuring deliverables conform to applicable standards/guidelines/codes, and collaborating with PANYNJ Facilities and Line Departments.)
Responsibilities
+ Serving a lead traffic role delivering transportation planning and geometric design for transportation projects at PANYNJ Facilities.
+ Managing extension of staff and consultants, providing design oversight and direction, ensuring design documents conform to applicablestandards/guidelines/codes.
+ Developing, reviewing, and/or managing traffic-related scopes of work, budgets, and schedules for roadway design projects or work orders; preparing contract drawings, technical specifications and cost estimates; preparing Conceptual Traffic Design plans; auditing design documents prepared by consultants.
+ Apply knowledge of traffic operations concepts, traffic control devices, transportation analyses, traffic signal systems, temporary traffic control zones, access management, transportation systems management, transportation intelligent transportation systems (ITS), assess traffic flow, capacity, control, and guidance issues and design appropriate countermeasures.
+ Participate in and/or conduct internal and external meetings.
+ Preparing task cards and cost estimates for Professional Engineering Services to be performed by in-house and/or consultants. Review consultant proposals.
+ Developing and maintaining records of all project agreements, finances, reports, and documents
Minimum Qualifications
+ Bachelor’s degree in Civil/Transportation Engineering from an accredited college or university.
+ Minimum seven years of progressively responsible experience in the field of Traffic Engineering that includes conceptual transportation planning and geometric design along with transportation analyses, traffic planning studies and simulation; traffic safety studies; ITS system planning and design; signal operations, sign systems, roadside safety features, and pavement marking design; and preparation of contract drawings, technical specifications, and cost estimates.
+ Strong written and oral communication skills.
+ Ability to lead, manage, and prioritize multiple assignments
+ Proficiency with software applications such as Microsoft Excel, Word, PowerPoint, AutoCAD, and traffic analysis software.
+ Working knowledge of transportation engineering guidelines and standards, including the MUTCD and AASHTO Green Book.
+ Valid Driver's License.
Desired Qualifications
+ Prior experience supervising junior engineering staff.
+ Experience with GIS and/or databases.

The Port Authority of New York and New Jersey anticipates that the actual salary
offered to a successful candidate will depend on aspects such as experience,
knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $107,250 Midpoint: $139,430 Maximum: $171,600
In accordance with Port Authority policy, this position permits employees to work
remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
