DEPARTMENT OF INNOVATION & TECHNOLOGY
(NETWORK TEAM)
The Voice Network Engineer will be responsible for the design, implementation, maintenance, and support of enterprise-wide voice systems. This position requires extensive experience with Avaya PBX, Microsoft Teams integration, SIP trunking, AudioCodes SBCs, and Intrado services, supporting a large-scale environment of more than 5,000 phones.
The Engineer will provide technical leadership for IPT/voice systems support, ensure compliance with all operational procedures, and contribute to strategic planning for future voice and unified communications initiatives.
Network/Enterprise Engineer IV is an advanced level information technology professional located within various offices in the City of Detroit Department of Innovation and Technology that requires nominal direction and supervision. The Network/Enterprise Engineer IV performs highly complex work that involves activities related to network architecture, hardware, and software to include routers, servers, lines (e.g. fiber optic or twisted pairs), protocols, system domains, Wide Area Network, Local Area Network, Intranet, and Internet. Network/Enterprise Engineers also perform work involving the generation and/or application of theories, principles, practical concepts, processes, and methods related to computer science technology specific to computer programming languages, computer hardware and software integration, and computer systems design requirements, standards, codes, techniques, and practices.
Examples of Duties
+ Communicate with system users to ensure accounts are set up properly or to diagnose and solve operational problems
+ Coordinates network operations, maintenance, repairs, or upgrades
+ Designs, builds, or operates complex equipment configuration prototypes, including network hardware, software, servers, or server operation systems
+ Determines specific network hardware or software requirements, such as platforms, interfaces, bandwidths, or routine schemas
+ Designs, organizes, and delivers product awareness, skills transfer, or product education sessions for system users
+ Designs, builds, implements, oversees and supports wireless technology (i.e. 802.11 a/b/g)
+ Secures network system by establishing and enforcing policies; defining and monitoring access
+ Monitors network performance and ensure system availability and reliability
+ Coordinates and prepares design presentations and proposals
+ Research and tests new or modified hardware or software products to determine performance and interoperability
+ Maintains networks by performing activities such as file addition, deletion, or backup
+ Participates in network technology upgrade or expansion projects, including installation of hardware and software and integration testing
+ Develop strategies, proposals, and budgets for network equipment replacement
+ Attending conferences and training sessions to keep up with changes in technology
+ Trains other DoIT personnel to resolve redundant network problems/issues
+ Performs special projects and other duties as assigned
Minimum Qualifications
Qualifications (required):
+ Bachelor’s degree from an accredited college or university, with major course of work in computer science, information systems, programming, systems analysis, geographic information science, engineering, communications, or other related field of study.
+ At least four (4) years of experience in systems analysis, computer science engineering, programming, information security management, or geographical information systems analysis is preferred but not required. Information Technology Specialists must demonstrate proficiency with integrated word processing and spreadsheet functions.
PREFERRED QUALIFICATIONS:
+ Hands-on experience with:
+ Avaya systems (Communication Manager, Session Manager, System Manager, Aura Messaging).
+ Microsoft Teams voice integration.
+ PBX administration and SIP trunking.
+ AudioCodes SBCs and Intrado services.
+ Strong knowledge of VoIP protocols: SIP, Secure SIP, H.323, ISDN, ISUP, SS7.
+ Proficiency in TCP/IP networking, routing, and switching (OSPF, STP, VTP), and related technologies (IPSec VPN, NAT, QoS).
+ Demonstrated ability to troubleshoot, monitor, and resolve complex network/voice issues.
+ Strong analytical and problem-solving skills with the ability to handle critical incidents.
+ Familiarity with call recording, voicemail, and contact center solutions.
+ VoIP Level 4 Engineer with deep expertise in Avaya and other VoIP systems, MS Teams integration, and a proven track record in managing and executing VoIP migrations. Overseeing complex VoIP deployments, troubleshooting advanced issues, and driving seamless migration projects from legacy systems to modern VoIP platforms, including integration with Microsoft Teams or other Voice systems.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
