O'Neill Armory, located in Hartford, CT.

    POSITION HIGHLIGHTS:

    + Full-time, First-shift; Monday - Friday 7:00 AM – 3:30 PM

    + 40 hours per week (80 hour bi-weekly schedule)

    + Conveniently located close to downtown, with easy access to interstates

    + Successful completion of a federal background investigation will be required before individuals are certified for permanent appointment to the position.

     

    ABOUT US: We are a unique dual-status agency, having both federal and state missions. The CTMD’S primary public responsibilities are:

     

    (1) To support the CT National Guard enabling the National Guard to provide ready units for Federal or State requirements;

     

    (2) To train, resource and coordinate state emergency response assets, and;

     

    (3) To plan for and protect citizens and their property in times of war, terrorism, invasion, rebellion, riot or disaster.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Departments of Administrative Services and Public Health and the Military Department this class is accountable for independently performing a full range of tasks in conducting plan reviews and inspections of facilities for compliance with construction, fire safety and other applicable codes and regulations.

    EXAMPLES OF DUTIES

    + Performs on-site inspection surveys of a variety of facilities;

    + Reviews documentation, inspects, gathers data and evaluates building interior, exterior, site conditions, building systems and life safety equipment;

    + Tests required emergency systems;

    + Consults with facility administrators regarding building, fire and health safety code requirements and corrective measures;

    + Completes federal and state inspection forms;

    + Writes citations, narrative reports and other documentation or correspondence as required;

    + Prepares and presents documentation for conferences, meetings and hearings;

    + Responds to complaints regarding physical plant or fire safety;

    + Investigates causes of fires;

    + Reviews facility related plans and specifications;

    + May conduct site inspection and feasibility studies for location, renovation or conversion of facilities;

    + May review facility plans and provide advice to architects, engineers, providers and contractors concerning code compliance;

    + May conduct in-service training of department staff and other state agencies as required;

    + Coordinates and schedules contractors for repair, inspection, and maintenance of facility alarm and fire protection systems

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Knowledge of

    + principles, practices and methods of building design, construction and systems;

    + building, health and fire safety codes and standard tests for fire rating;

    + building materials and equipment;

    + health facility building requirements;

    + Skills

    + interpersonal skills;

    + oral and written communication skills;

    + Ability to

    + inspect buildings and interpret codes;

    + review plans and specifications in relation to code compliance;

    + utilize computer software.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Five (5) years of experience in building design, engineering, construction or inspection including demonstrated experience in reviewing plans and specifications for code compliance for large scale building projects.

     

    NOTE: Large scale building projects are interpreted as buildings exceeding 12,000 square feet in size and more than one story in height not including apartment buildings and single family residences.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    College training in architecture, architectural, mechanical, civil, structural or electrical engineering or building construction or related courses in fire technology, fire and life safety systems design or a related discipline may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    PREFERRED QUALIFICATIONS

    Preference will be given to individuals with the following certifications:

    + Office of State Fire Marshal Safety Code Inspector Certification

    + Office of State Fire Marshal Hazardous Materials Inspector Pre Certification

    + Office of State Fire Marshal Fire Investigator Pre Certification

    + Commission on Fire Prevention and Control Safety Officer Certification

    Preferred Qualifications:

    + Office of State Fire Marshal Fire Investigation School

    + FEMA Incident Safety Officer Course

    + DHS Hazmat Technician Course

    + Commission on Fire Prevention and Control Elevator Emergencies Course

    + Commission on Fire Prevention and Control Public Fire and Life Safety Educator Course

    + Proven experience with Military facility building requirements

    SPECIAL REQUIREMENTS

    + Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including certification by the State Fire Marshal as a Fire Marshal, Deputy Fire Marshal, Fire Inspector, Hazardous Materials Inspector or to successfully complete the first program offered after appointment.

    + Incumbents in this class may be required to complete ninety (90) hours of job related continuing education every three (3) years in accordance with Section 29-298(a) of the Connecticut General Statutes.

    + Incumbents in this class may be required to travel.

    + Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

    PHYSICAL REQUIREMENTS

    Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.

    WORKING CONDITIONS

    Incumbents in this class may be exposed to some risk of injury or physical harm from exposure to building construction sites, fire scenes or structural failure environments and a moderate degree of discomfort from exposure to year-round weather conditions.
