The Idaho Department of Lands (IDL) is seeking a full time Lands Program Manager – Fire Emergency Support. This position will be located Statewide in Idaho.

Key Responsibilities:
+ In coordination with The Idaho Office of Emergency Management, fill the role of Primary ESF4 contact under the State of Idaho’s Emergency Operations Plan (EOP) in support of statewide firefighting efforts and all-hazard incident response.
+ Manage the development and maintenance of IDL policies, plans, and procedures surrounding Emergency Support Function #4 (ESF4) Firefighting and all-hazard incident response.
+ In coordination with the IDL Safety and Emergency Planning Program Manager support the maintenance and updating of the IDL Emergency Operations Plan, COOP, and CIRG. When necessary, this position will help coordinate efforts surrounding accident and incident response as needed and fill in as the “alternate” for all IDL Emergency Management roles as outlined in the IDL EOP.
+ In filling the role of primary ESF4 contact, working with IOEM in the maintenance and updating of statewide emergency response planning efforts. These plans could include State of Idaho EOP, State of Idaho COOP, and the State of Idaho Disaster Recovery Plan.
+ Participate and/or lead ESF#4 meetings at the request of IOEM in alignment with responsibilities under the Idaho EOP.
+ Oversee the development and maintenance of training standards for NWCG/NFPA ESF#4 qualified contacts in collaboration with the Idaho Office of Emergency Management (IOEM) and the Idaho Fire Chiefs Association (IFCA).
+ Coordinate with ESF4 Supporting agencies under the Idaho EOP in preparedness (planning, training, and exercises) and response activities to bolster rapid response to Mission Assignments assigned by IOEM.
+ Maintain statewide fire situational awareness including gathering incident specific intelligence for federal and state incidents through communications with the IDL State Duty Officer, IDL Fire staff, and IFCA.
+ Serve as a Firefighting liaison for IOEM, responding as requested to the Idaho Emergency Operations Center (IDEOC) in support of training, exercises, and real-world incidents. This includes participation as requested in the State Emergency Response Team (SERT).
+ Serve as an ESF4/FMAG/Emergency Response liaison to non-traditional stakeholders in coordination and as requested with IOEM.
+ Serve as a subject matter expert for IDL on the Fire Management Assistance Grant (FMAG) program to support IDL Fire Districts and local jurisdictions/Emergency Managers response efforts, and facilitate training, presentations, and exercises as necessary/requested.
+ Provide policy recommendations with IOEM, to FEMA regarding the FMAG Program and Policy Guide and regulatory impacts to firefighting efforts across the State of Idaho.
+ Support IDL Fire Business personnel with FMAG declaration application and reconciliation/cost recovery efforts including but not limited to FMAG application submissions and documentation follow-up post response.
+ In support of Idaho Fire Districts and Departments serve as the SME with regards to the Idaho Cooperative Mobilization Agreement ensuring updates and training as outlined within the agreement.
+ Support IDL fire business with the resolution of ICMA related payment issues and concerns within the ESF4 mission assignment and statewide MOU fire department/district mobilizations in support of State of Idaho incidents.
Minimum Qualifications
Experience:
+ Analyzing land management program issues, making recommendations and writing reports
+ Developing programs including establishing goals and strategic direction, budgeting and evaluating results
+ Working with various groups, individuals and interests to develop understanding, acceptance and support for a program
Desired Qualifications
+ Advanced knowledge of NIMS/ICS and various firefighting and emergency response resources including FEMA/NWCG typing standards.
+ Advanced knowledge working as a liaison in support of firefighting efforts including but not limited to coordination between local, state, tribal, and federal agencies in support of Unity of Efforts.
+ Advanced knowledge in gathering wildfire situational awareness resource reports (SIT209s, IAPs, NIFC activity reports, etc.) and understanding impacts to resource availability based on preparedness levels.
+ Advanced knowledge of the FMAG process and program.
+ Advanced knowledge of principles and practices of policy/procedure development and implementation, and emergency management applicable to local/state/federal laws/rules/regulations, and the ability to communicate to agency staff and stakeholders.
+ Advance knowledge preparing, presenting and educating diverse stakeholder groups with regards to emergency response, interagency collaboration, wildfire structure protection operations, and state-wide firefighting responsibilities and jurisdiction(s).
+ Working knowledge and experience with WebEOC as the primary platform for communication/coordination surrounding the mobilization of firefighting resources.
