Purchasing Procurement Specialist

We are seeking a highly skilled and experienced Purchasing/Procurement Specialist to support our program procurement, overhaul, and sustainment efforts. The ideal candidate will apply technical expertise to complex and sophisticated systems and equipment, providing essential knowledge of equipment properties, characteristics, and composition to stakeholders. This role requires proactive problem-solving, effective management of purchase orders, and close collaboration with program managers to develop and implement supply chain fulfillment strategies.
Responsibilities
+ Apply technical expertise to complex and sophisticated systems/equipment to support program procurement, overhaul, and sustainment efforts.
+ Provide essential and practical knowledge of equipment properties, characteristics, and equipment composition to stakeholders, including engineering, manufacturing, and program management.
+ Recommend practical solutions to engineering design and manufacturing processes to streamline design, testing, production, procurement, supply-chain operations, and end-of-life functions of products and equipment.
+ Identify defects and recommend the use of substitute testing or supplemental support equipment to meet enterprise expectations.
+ Effectively manage Purchase Orders and Purchase Order processes, ensuring accuracy, compliance, and timely execution.
+ Work closely with Program Managers in the development and tracking of supply chain fulfillment strategies and associated implementation plans.
+ Manage all internal and external requisitions for non-stock listed materials and supplies.
+ Procure non-stock listed items (hardware and software) in accordance with C2ISR requirements as approved by the COR, using Government funds on a Non-Stock Listed Material CLIN.
+ Provide comprehensive monthly reporting of expenditures, including item procured, unit price, total price, date ordered, estimated delivery date, and total cost of the transaction, via the Monthly Status Report (CDRL A001, Monthly Status Report, DI-MGMT-80227/T).
+ Proactively notify the Government within one business day if there are insufficient funds to satisfy a procurement requirement.
+ Obtain authorization from the Government Configuration Manager and approval from the Contracting Officer and COR before procuring substitute items for identified requirements.
+ Ensure all procurement activities adhere to applicable government regulations and organizational policies.
Qualifications
+ Bachelor's degree Supply Chain Management, Engineering, or a related field.
+ Minimum of 3-5 years of experience in purchasing and procurement, preferably in a government contracting environment.
+ Proven experience managing purchase orders and procurement processes.
+ Strong understanding of supply chain management principles and practices.
+ Technical knowledge of complex systems and equipment.
+ Excellent communication, interpersonal, and collaboration skills.
+ Proficiency in using project management software and reporting tools.
+ Ability to work independently and manage multiple priorities in a fast-paced environment
+ Must have Secret clearance
Desired Qualifications:
+ Experience working with C2ISR systems.
+ Experience Government procurement regulations (e.g., FAR, DFARS).
+ Associate degree
