    Under immediate supervision, enforces speed limit and red-light compliance as set forth by Colorado state statute and Thornton Municipal codes by creating and reviewing photographic evidence of violations.

    ESSENTIAL FUNCTIONS

    Reviews, evaluates, and determines enforceability of photographic evidence in the issuance of violations and summons.

     

    Provides information and explains codes, rules, and regulations governing automated photo enforcement violations and procedures.

     

    Research vehicle registered owners and verifies locations for violations for summons service utilizing investigative software tools.

     

    Collaborates with vendors and police personnel to prepare and produce violation activity reports and presentations.

     

    Coordinates with vendor and department personnel maintenance schedule of vehicles and devices.

     

    Will coordinate and deploy photo radar vehicles and signage to various locations within the city.

     

    Will troubleshoot systems throughout deployment.

     

    May testify in court as it relates to the assignment and deployment of vehicles.

     

    May need to work weekends.

     

    Perform other duties as assigned.

    QUALIFICATIONS

    Education/Experience:

    High school diploma or GED; two years' clerical and customer service experience . Equivalent combinations of education and experience may be considered.

    Licensing/Certification Requirements:

    Criminal Justice Information Network Certification is required within 6 months of hire.

     

    Valid Colorado driver's license with a safe driving record.

    Knowledge, Skills and Abilities:

    Knowledge of the policies, procedures and goals of the city of Thornton and the department.

     

    Knowledge of state and municipal ordinance as it relates to traffic enforcement and violations, specifically as it applies to automatic vehicle identification systems.

     

    Knowledge of basic functions of the department and roles of department personnel.

     

    Knowledge of the City of Thornton geographic area.

     

    Skill in effectively managing time, tasks, and resources to maximize productivity and efficiency.

     

    Ability to use standard Microsoft Office and Excel software.

     

    Basic math skills to apply measurements and formulas.

     

    Ability to operate a 2-way police radio.

     

    Ability to acquire operational knowledge of vendor software, certifications and technical knowledge to deploy equipment/vehicles.

     

    Ability to follow the confidentiality requirements for records and information.

     

    Ability to thoroughly and accurately complete tasks by noticing and correcting errors, inconsistencies, or missing information.

     

    Ability to take initiative and assist in identifying, developing and implementing needs of the program.

     

    Ability to listen well and communicate effectively orally and in writing with various audiences.

     

    Ability to demonstrate interpersonal, problem solving and conflict resolution skills.

     

    Ability to establish and maintain effective working relationships with City employees, other law enforcement agencies and the general public.

    Physical and Mental Requirements:

    While performing the duties of this job, the employee is required to climb, stoop, kneel, crouch, reach, walk, push, pull, lift, finger, talk, and make repetitive motions. This position is mostly light work; exerting up to 30 pounds of force occasionally and/or negligible amount of force constantly to lift, carry, push, pull or otherwise move objects. The employee is required to have close visual acuity. The employee may be subject to hazards such as moving vehicles. The employee is subject to atmospheric conditions.

    TESTING PROCEDURES

    Examinations may include but are not limited to application screening beyond minimum qualifications; written, oral, practical exercise or any combination thereof or other job related assessment deemed appropriate by Human Resources.
