Northrop Grumman Mission Systems is seeking a **Staff Property and Asset Management Analyst** . This on-site position will be located in **San Diego, CA** and will support the **Battlefield Airborne Communications Node (BACN)** program.
+ Oversee, lead/manage, and analyze activities associated with property management standards and practices to ensure company, customer and US Government property located on site and at subcontractor sites are managed and controlled in accordance with applicable regulations and policies to achieve best value and operational excellence with an approved Property Business System.
+ Establish and maintain complete life cycle property accountability records and ensure property systems remain compliant across all phases of the life-cycle.
+ Maintain proper documentation to support each lifecycle transactional event, determine condition and lead proper disposal of surplus or obsolete material or equipment.
+ Duties will include familiarity with contractual terms that drive company requirements and obligations.
+ Host and lead internal and external Property Business System audits and analyze results for financial and operational purposes; provide guidance on contracts and regulations pertaining to property life-cycle management; develop, recommend, and implement property management policy; and prepare periodic and special purpose reports relative to matters such as taxes, leasing, insurance, facility usage, etc.
+ Oversee, manage and analyze activities associated with asset business systems to ensure company, customer and US Government property located on site and at subcontractors are managed in accordance with applicable regulations and policies to achieve best value and operational excellence
+ Conduct internal and external property assessments and analyze results for financial and operational purposes
+ Provide guidance on contracts and regulations pertaining to property life-cycle management and contractual requirements.
+ Prepare periodic and special purpose reports relative to matters such as property and material reviews, physical inventory planning, contract accountable government furnished property (GFP), PIEE GFP module status, and other ad-hoc reports, as needed
+ Conduct property surveillance reviews at supplier and subcontractor sites
+ Provide various material and tagged asset reports
+ Coordinate annual physical inventory activity with Program and Functional area PFPs (Property Focal Points)
+ Perform contractor self-assessment (CSA) in accordance with NG processes and procedures
+ Coordinate with multiple disciplines to ensure processes are performed and documentation is maintained as required by USG FAR regulations and NG procedures
+ Develop, recommend, and implement property management policy
+ Assist and provide guidance to other team members, as necessary
This position is contingent upon Funding/Program Award/Clearance
Basic Qualifications for a Staff Property and Asset Management Analyst:
+ Bachelor’s degree with 12 or more years of experience in Government Property & Asset Management or a Master’s degree with 10 years of stated experience or 8 years with a PhD
+ Diverse knowledge of Government Property related contractual requirements, including FAR Part 45, FAR 52.245-1, and DFARS property management clauses
+ Proficient with Microsoft Office applications including Excel formulas, charts, pivot tables, and PowerPoint
+ Experience creating, monitoring, and reporting on all property operations metrics
+ Advanced knowledge with both internal tools (i.e. SAP) and external tools (PIEE GFP Module, ELMS) to meet NG contract obligations
+ A current/active DoD secret clearance.
Preferred Qualifications for a Staff Property and Asset Management Analyst:
+ Current NPMA Certified Professional Property Manager (CPPM)
+ Recent experience supporting programs with a $100M+ property portfolio
+ Internal and external audit experience
+ Experience creating or contributing to property-related Contract Data Requirements Lists (CDRLs)
Primary Level Salary Range: $128,500.00 - $192,700.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
