    S ummary

     

    The MTA Transit Oriented Development department connects real estate development with the MTA’s vast service territory by tapping into the value that transit proximity creates. MTA TOD partners with developers and government agencies to encourage transit-supportive mixed-use developments while generating revenue and improvements for the MTA.

     

    The Senio r Manager, TOD Zoning and Development , will manage a portfolio of public-private development projects to generate transit improvements that will enhance the transportation network and improve the public realm . The individual in this position will be responsible for interfacing with and managing large teams and stakeholders including developers, designers, engineers, station planners, la w yers and city agencies to identify, negotiate and transact complex public-private deals resulting in tangible capital improvements with maj or public benefits.

    Responsibilities

    The Senior Manager, TOD Zoning & Development , will have the following roles and responsibilities:

    Manage Public-Private Transit Improvement Projects: Oversee a portfolio of public-private transit projects , including Zoning-for-Accessibility ; develop, negotiate and close out complex projects in coordination with the developer team, MTA departments, City agencies, legal teams, and stakeholders.

     

    Manage Real Estate Acquisitions: Under the City zoning framework, assist in obtaining real estate interests, including easement volumes, in support of the agency’s goal towards system-wide accessibility, improved station circulation, climate resiliency, and enhanced transit customer experience.

     

    Interface with City Planning and Government Agencies: Closely engage with City Planning staff on developer transit improvement projects requiring City Planning Commission approvals.

     

    Track Land Use, Zoning and Development Opportunities: Working in collaboration with MTA Planning/ Land Use , t rack land use policies, rezonings, and real estate development in the City and region to identify future opportunities for partnering with developers on transit improvements.

     

    Assist Senior TOD Staff: Assist senior staff with complex public-private transaction projects and real estate deals, including managing consultants and project teams; and enhancing project tracking and performance tools.

     

    Lead and Develop Staff and Consultants: Direct outside counsel, analysts, appraisers, and consultants to produce high-quality financial, legal, and technical work.

     

    Coordinate Across Agencies and Disciplines: Coordinate and work collaboratively with MTA operating agencies and external partners to resolve issues, align priorities, and expedite project delivery.

     

    Represent the Agency to Stakeholders: Communicate effectively with executive leadership, elected officials, community stakeholders, and oversight bodies; prepare executive correspondence and public presentations that reinforce confidence in the agency’s stewardship of real estate assets.

     

    Ensure Compliance, Transparency, and Risk Control: Uphold all statutory, policy, and ethical standards governing public real estate transactions; manage contractual risk; and maintain documentation that withstands internal and external audit.

     

    Education and Experience

     

    Bachelor's degree in Real Estate, Real Estate Development, Urban Planning, Public Administration, or equivalent field.

     

    Master's degree preferred.

     

    Must have a minimum of seven (7) years of related experience in real estate development, planning, or architecture .

     

    Must have at least two (2) years in a management or supervisory role and a project manager role in a large, multi-faceted organization.

    Competencies:

    Working knowledge of local planning, land use, zoning, environmental review processes, and the New York City Planning approvals process for discretionary and non-discretionary projects.

     

    Understanding of real estate principles and development.

     

    Demonstrated experience in negotiating and closing out public and private real estate transactions.

     

    Demonstrated experience in reviewing complex legal agreements with real estate, financing, design and construction components.

     

    Ability to interpret maps, surveys, and plans.

     

    Familiarity with real estate, planning, and market research resources.

     

    Strong organizational and project management skills with attention to detail.

     

    Ability to manage multiple concurrent projects and meet deadlines.

     

    Demonstrated ability to work on cross-functional project teams and foster team commitment to tasks.

     

    Proven ability to work effectively with legal, engineering, construction, operations, and finance staff and to integrate their perspectives into transaction strategy.

     

    Excellent written and verbal communication skills, including the ability to prepare clear, persuasive documents, board materials, and presentations for executive and public audiences.

     

    Proficiency in Excel, PowerPoint for presentations, and familiarity with property databases, GIS, and other real estate tools.

    Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the " Commission " ).
