Job Description
**AECOM is seeking a Senior Consultant / Program Manager to support the Delaware River Joint Toll Bridge Commission (DRJTBC).** We assist the DRJTBC with program management and construction management services. This position will be based in Morrisville, PA and _requires 4 days/week working in the Morrisville, PA office with occasional field visits to DRJTBC facilities in Pennsylvania and New Jersey._
The responsibilities of this role include, but may not be limited to, the following
+ The Senior Consultant, Program Management supports program-related activities, assisting with smaller programs or specific components of larger programs under the guidance of the Program Manager.
+ Lead and manage programs and projects that are moderate in size and complexity or a defined part of a larger program, including contracting, project controls, quality, risk and change management all in support of the overall Program Manager.
+ Communicate effectively in verbal and written form with the client, other agencies, consultants, contractors, utilities, and various program and project stakeholders as may be necessary.
+ Demonstrate technical competency and understanding of client’s objectives for program delivery.
+ Represent the client at meetings with contractors, design consultants, municipalities, elected officials, and other stakeholders.
+ Advocate for ethical and safe working practices.
+ Attend meetings at DRJTBC headquarters and/or bridge facilities as required.
+ Collaborate with other Program manager staff and DRJTBC staff in solving challenges and ensuring projects’ success.
+ Accountable for overall financial success and delivery of AECOM Program Management agreement.
+ Perform other duties as assigned
Qualifications
Minimum Requirements
+ BA/BS in Civil Engineering + 8 years of relevant experience or demonstrated equivalency of experience and/or education
+ Relevant experience includes 6 years in a Structural Engineering role related to transportation
+ Experience in owner’s representative/program management work, including review of other consultant’s work product
Preferred Qualifications
+ PE Preferred (NJ and/or PA)
+ 10+ years of relevant experience including structural inspection, analysis, design, and construction management/inspection in the rehabilitation of bridges and other transportation-related structures.
+ The experience should demonstrate the ability to perform Program Management assignments effectively for agencies like DRJTBC.
+ Ability to drive an automobile up to 150 miles distance from the office to visit DRJTBC facilities for program and project-related meetings and field visits.
+ Ability to walk at a facility site unassisted for the purposes of field and construction inspection.
+ Experience serving as primary contact with agency representatives and other clients, engaging in project scoping, addressing regulatory requirements, and fostering strong, long-term relationships.
+ Develop, monitor, and manage project scope, budget, and schedule from the proposal stage through final deliverables.
+ Coordination with local governments, contractors, sub-consultants, utilities, and other agencies to ensure seamless project execution and compliance.

+ This position requires 4 days in the office / 1 day can be remote
Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $140000 to $180000.
