Job Focus Area
The Louisiana Department of Education is charged with ensuring that students with disabilities have access to a quality education. The primary role of this position is to serve as the Education Consultant 3 (Special Education Ombudsman), serving as a source of information to parents, educators, students with disabilities, and interested members of the public to help them better understand state and federal laws and regulations governing special education.
This position advises and assists the Executive Counsel and staff attorneys on policies and procedures related to special education requirements as outlined in IDEA. It also serves as the state’s primary point of contact for addressing questions and concerns from parents of students with disabilities; assisting them in navigating the process for obtaining special education evaluations and services; informing students and parents about special education resources in their communities; and working with local, state, and federal governments to ensure quality special education services statewide.
Minimum Qualifications
Seven years of experience in education, teaching, or administrative services; OR
Six years of full-time work experience plus four years of experience in education, teaching, or administrative services; OR
A bachelor's degree plus four years of experience in education, teaching, or administrative services; OR
An advanced degree plus three years of experience in education, teaching, or administrative services.

Job Duties and Other Information
Job Duties:
As the Education Consultant, you may serve as the lead worker of a unit with responsibility for the development and implementation of all aspects of an educational program affecting populations such as students, teachers, principals, central office personnel, and ancillary/support staff in public school systems, special schools, nonpublic schools, public and private colleges and universities, technical colleges, local neglected and delinquent institutions, and state correctional institutions, as well as individuals from other profit and nonprofit agencies, organizations, and institutions. Responsibilities include:
+ Managing and coordinating educational programs that impact students, teachers, principals, central office personnel, and staff in public schools, special schools, technical colleges, and correctional institutions.
+ Reviewing work and providing input on the performance evaluations of subordinate personnel involved in assigned programs.
+ Determining program goals and objectives and developing effective implementation plans to meet those goals.
+ Communicating the needs of Local Education Agencies (LEAs) within the assigned region to the Regional Service Center Director and State Director.
+ Providing daily technical assistance to parents, teachers, administrators, university staff, and agency personnel through phone calls, correspondence, and site visits.
+ Updating local school system superintendents regularly on services, program developments, and current issues within the assigned region.
+ Collaborating with Department of Education staff to maintain current information on state and federal programs to ensure strong leadership and oversight of services.
+ Advising and assisting local superintendents, educators, and external partners on laws, policies, procedures, and regulations related to education programs, and assisting in the resolution of issues.
+ Researching, designing, implementing, and evaluating short- and long-term program plans, policies, and guidelines in accordance with federal and state requirements.
+ Designing, developing, and piloting programs and research projects based on national and state trends, economic conditions, educational research, and legislative developments.
+ Serving as a team leader to assist schools and systems in building capacity and achieving improved outcomes through collaboration and targeted support.
+ Developing and applying evaluation methods to measure program quality, effectiveness, and impact on student outcomes.
Position-Specific Details:
Appointment Type:Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected.
Career Progression:This position does not participate in a Career Progression Group.
Work Schedule:Work days are Monday - Friday; work hours will be determined.
Compensation:The salary offered will be determined based on qualifications and experience.
**Note regarding the advertised pay range: The Education Consultant 3 has a Special Entrance Rate (SER) of $28.97 hourly, $2,317.20 biweekly that is above the minimum hire rate for these positions. The maximum amounts listed are the maximum salary amounts a person can make over their career andnot the maximum amount we are allowed to pay a new hire .
