DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT
This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The division is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division’s work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

ABOUT THE WORK UNIT
The Office of Emergency Management conducts the four phases of emergency management (Preparedness, Response, Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government, including state, local, tribal and federal.
Plans Section:
The section leads the Division’s integrated preparedness and strategic planning efforts and is organized into three work units:
+ Operational Planning
+ Preparedness Planning
+ Access and Functional Needs Planning
All units provide planning support to the division, state agencies and stakeholders, and local emergency managers, as required. This includes, but is not limited to:
+ State Emergency Operations Plan
+ Resource Mobilization Plans
+ Office of Emergency Management Strategic Plans
+ Continuity of Government Plans
+ Continuity of Operations Plans
+ Colorado Emergency Preparedness Assessments (CEPA)
+ State Threat and Hazard Identification and Risk Assessment/Stakeholder Preparedness Review (THIRA/SPR)
+ Access and Functional Planning Commission/Local Emergency Planning Commission administrative support state Homeland Security and All-Hazards Senior Advisory Committee (HSAC)
+ Incident-specific plans to support the State Emergency Operations Center (SEOC) and/or the Colorado Information Analysis Center (CIAC)
+ Staffing the SEOC during emergencies, disasters, or other events that require state-level support
ABOUT THE POSITION
The primary purpose of the this position is to provide operational and administrative support to the Colorado Emergency Preparedness Assessment (CEPA) Program.
Key Responsibilities:
+ Facilitate, lead CEPA sessions
+ Supporting operations and administration of the CEPA Program.
+ Updating CEPA curriculum to ensure currency and relevance.
+ Conducting pre-session stakeholder information and preparation briefings.
+ Providing inputs to the CEPA Program Budget.
+ Maintaining CEPA Program Master Schedule.
+ Identifying lessons learned and best practices for the CEPA Program.
+ Supporting the development of analyses of CEPA findings to present to Cabinet Members, the Homeland Security and All-Hazards Senior Advisory Committee (HSAC), the Director of the Department of Public Safety, the DHSEM Director, and other senior emergency management stakeholders.
+ Assists in the development of the federally-required, annual State Threat and Hazard Identification and Risk/Stakeholder Preparedness Review (THIRA/SPR).
+ Supports the development and maintenance of:
+ DHSEM Continuity Plan
+ The State of Colorado Continuity Program
+ The OEM Strategic Plan
+ Special pre-incident planning efforts as assigned by the Plans Section Supervisor
+ During activations of the State Emergency Operations Center (SEOC), may serve as a planning team member, developing long term plans to meet SEOC objectives.
WORK ENVIRONMENT
+ Monday - Friday 8am-5:pm (Some flexibility on schedule)
+ Hybrid schedule (3 days in office) with the potential to change
+ Occasional meetings/training and visits to stakeholders/partners/subrecipients.
+ During activations of the SEOC, may be required to report to the SEOC during nights, weekends, and/or holidays.
+ 20-35% travel required for meetings, conferences, trainings, and exercises as assigned.

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)
Experience Only:
Six (6) years of full-time demonstrated professional experience facilitating, instructing, and/or public speaking that includes plan writing.
OR
Education and Experience:
A Bachelor's degree and two (2) years of full-time demonstrated professional experience facilitating, instructing, and/or public speaking that includes plan writing.
OR
A Master's degree and one (1) year of full-time demonstrated professional experience facilitating, instructing, and/or public speaking that includes plan writing.

+ Requires successful completion of a background investigation that includes a polygraph exam and a fingerprint based criminal history search.

+ During activations of the SEOC, this position may be required to report to the SEOC during nights, weekends, and/or holidays.
+ Successful completion of Incident Command System (ICS) training courses 100, 200, and 700 within the first year of employment.
