    Description of Job

    The Vehicle Services Program (VSP) exists to ensure compliance with the laws that govern the vehicle titling and registration processes as outlined in the Colorado Revised Statute. Additionally, this program provides guidance and training to the state's authorized agents.

     

    The Vehicle Services Program is hiring for a Drives Analyst as a part of their Electronic Vehicle Title and Registration (EVTR) team. This position will perform program wide studies of current business practices, processes and procedures to improve program efficiency. Duties to be performed will include collecting data, program regression testing, performing analysis, drafting proposals and recommendations, and assisting management with the implementation of changes to existing practices and processes. May perform other duties as assigned to further the goals and objectives of the unit and the organization.

     

    This position is the Vehicle Services Program subject matter expert for EVTR transactions. This position also serves as a backup to the other VSP Analyst IVs for DRIVES support and development.

    Duties include, but are not limited to:

    + Responsible for developing strategies and evaluating multiple business projects impacting VSP and DMV.

    + Prioritize business needs, develop processes and guidelines, and conduct analysis of programs to ensure resources are managed efficiently and effectively.

    + Work extensively with internal and external stakeholders in order to develop shared priorities that result in fully executed projects.

    + Perform project management duties for the Electronic Vehicle Titling and Registration program, DRIVES, Electronic Lien, C21 Upgrade, and other related programs as needed.

    + Support the Product Owner by analyzing requests and assisting with the refining the backlog.

    + Analyze and report trending issues to Division leadership and provide assistance on work techniques, best practices and subject matter expertise to stakeholders.

    + Support decision making by responding to questions and concerns with research and recommendations.

    + Manage new system development as well as regular day to day maintenance for API vendor calls, Postman, and DRIVES systems.

    + Write detailed project implementation plans when changes to processes and procedures are approved. The plan will include the task, the resources to be allocated, the time frame for completion, and information on any critical project paths and barriers.

    + In partnership with Division leadership, this position will define and manage the scope for assigned projects, track progress, and report metrics.

    + Evaluate each step of projects to outline problems, opportunities, and solutions for business partners.

    + Serve in a consultative capacity for technical business processes.

    + Develop processes, for vendors and stakeholders, that promote increased efficiency and productivity.

    + Interpret legislative impact and necessary program changes, and ability to write narratives for development.

    + Manage testing and implementation processes for county, EVTR intermediary, EVTR vendor issues, service transactions, and other legislation or program changes as necessary.

    + Manage interactions with stakeholders including counties, vendors, state, and cross functional departments to understand their needs, gather feedback, and ensure alignment.

    + Relay clear and concise messages of business principles, processes, and industry changes with cross functional teams, state and local colleagues, and the public.

     

    This position is remote but can be required to work from a department office building location based on business needs. Members are responsible to provide and maintain a home office or other suitable remote work location as well as Internet and a secure Wi-Fi connection. All performance expectations, productivity, and policy adherence requirements apply to remote work from home in the same manner as those assigned to an office.

    MINIMUM QUALIFICATIONS:

    Experience Only:

    Seven (7) years of relevant experience in program/system maintenance, business analysis, and/or technical writing, including two (2) years of experience working with both internal and external stakeholders to build relationships and present ideas

    OR

    Education and Experience:

    A combination of related education and/or relevant experience i n program/system maintenance, business analysis, and/or technical writing, including two (2) years of experience working with both internal and external stakeholders to build relationships and present ideas equal to seven (7) years

    Preferred Qualifications:

    The ideal candidate will possess the following skills:

    + Proven history of program/project management

    + Prior experience in electronic vehicle titling & registration

    + Prior Software Development experience

    + DRIVES or GenTax experience

    + Prior experience in system maintenance in a regulatory environment

    Conditions of Employment with the CDOR :

    Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

     

    As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .
