Duties and Responsibilities With some guidance, influences building and architecting next generation data management platforms on a group of core technologies. Guides and/or participates in developing, maintaining, and optimizing data management solutions that ensure high availability of data availability, data scalability, data quality, data integrity and data security. Leads and/or participates in exploring new datasets, promoting data discovery and understanding, revising existing data and building and maintaining data views and aggregate data series of high complexity. Queries datasets and cleans/transforms data of high complexity. Has an advanced understanding of new/key technologies and platforms and how to incorporate third party APIs and open source/reusable components. Uses advanced knowledge of new/key technologies to provide recommendations that influence the implementation of innovative solutions. Leads the process of and/or participates in utilizing lean and agile software development practices such as test-driven development, refactoring, continuous integration, and deployment, version control, and simple design to create quality, reusable- code. Leads and/or participates in writing or improving code to handle complex data processing tasks, or rewriting old processes written in older languages. Guides and/or participates in collecting ongoing data updates from external sources to establish and maintain software code used to convert raw data into usable formats. With some guidance, creates and maintains programs and processes necessary to provide data for production and research. Guides and/or participates implementing processes and programs that monitor data quality, logging and responding to production issues, and ensures production data is always accurate and available for key stakeholders/customers and business processes that depend on it. Leads and/or participates in product development of internal systems, tools and platforms supporting operational capabilities. Guides and/or participates in transitioning existing products out of legacy technology platforms. Creates new products as ad hoc requests arise. Communicates across technical and business product managers, as well as third parties, on solution design topics. Guides and/or participates in developing recommendations and providing guidance related to data integration strategy in order to meet future reporting and analytic needs. Provides recommendations on database development requests. Leads and/or participates in safeguarding digital data throughout its entire lifecycle to protect it from corruption, theft, or unauthorized access. Position Requirements *U.S. CITIZENSHIP REQUIRED* *POSITION WILL BE ON-SITE IN WASHINGTON, D.C.* Position Description The Senior Data Engineer is considered a subject matter expert and acts as a project lead in support of the division’s data science and engineering hub. The senior data engineer should have advanced experience in data and production management and will contribute to the division’s evolving research, policy, and operational technology priorities in areas such as: data engineering, cloud computing, big data, data collection, data management, data analysis and data science. About the Team The Integrated Technology Solutions (ITS) section in the Division of International Finance is seeking a Senior Data Engineer with advanced experience in data management and agile delivery, data science, big data, and cloud computing. Section members contribute to operational and policymaking data projects using advanced data science techniques such as deep learning, NLP, and big data. Analytical outputs appear in policy products, research papers, as well as internal and external presentations. The section manages the ingestion of large amounts of raw data for consumption across the division and Board. These efforts require sophisticated data engineering, management, and data innovation efforts on a variety of data sources, which include non-traditional micro-data, textual data, and geospatial data. In addition, building on the current AI work withing the section, ITS is looking to expand its portfolio to include analyses that rely on AI, NLP, Natural Language Toolkit (NLTK), ML techniques, and knowledge of big data processing tools. The section also plays an active role in enhancing the division’s data and technology best practices as well as the in-house software tools for visualizations, dashboards, and more. Essential Duties ·       Optimize existing Python-based data pipelines for efficiency and scalability ·       Implement proper version control systems for data pipeline code ·       Oversee and participate in the development, design, and implementation of projects supporting the division’s advanced data engineering hub to manage, ingest, and serve data at scale. ·       Use statistical methodology, data manipulation, and research evaluation to support various projects with large, complex datasets. ·       Oversee and contribute to data studies, data discovery initiatives, and data quality investigations. ·       Design and develop PostgresSQL databases by analyzing raw data files and constructing appropriate and efficient data architecture ·       Visualize and report data findings using a variety of formats. Communicates findings through internal reports and executive summaries. ·       Compile, review, and assess information from academic journals, market sources, and other reports to maintain state-of-the-art knowledge in data analysis techniques. ·       Provide advanced technical consultation with users to diagnose and resolve complex analytical programming problems found in HPC, Hadoop, Linux, Windows or other environments. Production systems may include PYTHON, R,  FAME, MATLAB, BASH, or other code. ·       Help optimize interactions with LLMs and other AI systems to ensure they deliver accurate, relevant, and consistent outputs that align with business needs. Position Requirements Candidates must have strong organizational and oral/written communication skills as well as demonstrated interest in and aptitude for the application of theoretical and quantitative techniques in data engineering, data science, and/or computer programming. Required skills for the position include but are not limited to: ·       Experience with data science tools, such as R or Python, along with the ability to learn other statistical languages, such as MATLAB, Stata, or FAME ·       Strong Python project experience with parallel/distributed data ingestion and analysis tools, such as Ray, Dask, PySpark, etc. ·       Experience with cloud-based enterprise data platforms ·       Experience managing big data in a distributed environment using tools such as HDFS, Hadoop, Hive, Impala, HBase, Solr, Kudu, etc. ·       Experience with serverless cloud computing techniques to contribute data to and/or analyze data within a cloud environment ·       Knowledgeable about Linux systems, HPC clusters, and Hadoop environments ·       Proficient at distributed version control and project management tools (Git/GitLab/DevOps) ·       Experience with prompt engineering and how to apply it for classification and summarization ·       Experience with machine learning models in an economic or non-economic setting ·       Strong organizational and oral/written communication skills to interface with researchers, users, and colleagues In addition, experience with open-source visualization and dashboard tools in R or Python, such as ggplot2, shiny, dash, or Plotly, NLP large language models such as Llama and Phi, AWS-specific tools including Lambda, Glue, and API gateways, and familiarity with business intelligence tools including PowerBI, Tableau and SharePoint are a plus. FR-26 A bachelor’s degree in computer science or related fields and a minimum of 5 years of related experience, or a master’s degree in a related field and 4 years of related experience, or an equivalent combination of training and related experience. Requires ability to work on complex assignments simultaneously, assimilate state-of-the-art technology to resolve complex computer problems, work with all levels of the Board’s staff in support of automation, computing, and database systems, and to work independently and plan and implement projects with minimal guidance from the supervisor. FR-27 A bachelor’s degree in computer science or related fields and a minimum of 6 years of related experience, or a master’s degree in a related field and 5 years of related experience, or an equivalent combination of training and related experience. Requires ability to work on extremely complex assignments simultaneously, work on several phases or projects concurrently with the support of others within or outside the section, work with all levels of Board staff in support of automation, computing, and database systems, and to work with a high degree of independence to plan and carry out projects with only the overall objectives provided by the supervisor.
