    Job Description

    Join our team! WMATA¿s Communications and Signaling team is looking for a dynamic leader to oversee the Business Operations Support group. The ideal candidate will have a proven record of leading multi-discipline functions and delivering essential technical development support to the team. We are looking for someone to bring a strategic mindset to drive innovation and efficiency, demonstrate excellent knowledge in compliance, digitization, operational improvements, data reporting and process governance. The candidate will be responsible for leading staff, and producing executive level reports for review, all while maintaining strong interdepartmental relationships.     Minimum Qualifications

    Education

    + Graduation from an accredited college or university with a Bachelor's Degree in Transportation, Human Resources/ Personnel Administration, Business Administration or a related field.

    + In lieu of a Bachelor¿s degree, a High School Diploma and four (4), years of advanced level administrative experience and previous business administration supervisory experience with strong communication, computer and organizational may be considered.

    Experience

    + A minimum of ten (10) years of progressively responsible and diversified, advanced level, administrative experience that successfully demonstrates the accomplishment of significant program goals.

    + Previous supervisory experience and successfully demonstrated experience in business administration.

    Certification/Licensure

    + Possession of or ability to rapidly obtain a valid motor vehicle operator's permit issued from the jurisdiction of residence.

    Preferred

    + Experience in a large-scale transportation environment preferred.

    Mission Essential Designation

     

    In accordance with the Washington Metropolitan Area Transit Authority¿s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

    Summary

    The Director Technology and Business Operations is responsible for directing, managing, supporting and evaluating multi-discipline functions which provide essential technical development support and administrative leadership to Transit Operations. The incumbent is responsible for the development of technical staff, programs and systems to provide transportation and maintenance management key information in support of daily operations in the form of reports and key performance indicators. Additionally, the incumbent oversees the human resource support and coordination functions, to include recruitment, training and other personnel activities. The incumbent also develops and monitors the department budget and administrative support staff.

    Essential Functions

    + Ensures communication with other operational office functions to provide the necessary technical information required to oversee operations and develop new requirements as requested.

    + Ensures that technical developments are consistent with Authority IT practices and are developed in line with Authority procedures and not duplicative of other IT systems.

    + Directs and leads a team within the technology group, establishing priorities, directing staff work assignments, establishing deadlines, providing policy guidance and reviewing products for quality, accuracy, utility, policy sensitivity and structure

    + Directs, evaluates and manages key projects and, if required, acts as Contracting Officer Technical Representative (COTR) for key projects

    + Manages, evaluates and analyzes the performance of existing systems to ensure they are functioning adequately. Works with IT and other departments to ensure the integrity and consistency transit business system architecture

    + Researches, evaluates and recommends new technologies to improve transit operation¿s performance

    + Directs and develops Key Performance Indicator (KPI) reports and performance dashboards for the Operations Department

    + Maintains up-to-date knowledge of technologies, procedures and techniques which may be applied to the Authority's programs to increase effectiveness of service delivery

    + Oversees website management to ensure ongoing support by updating and expanding the website content, improving user interface and promoting usage by Operations personnel. Promotes the website as the primary source of current and accurate information

    + Manages staff responsible for personnel actions, non-technical training and organizational development, job advertising and postings, conducting annual/ semi-annual job picks and management changes

    + Ensures that all hiring and promotion activities are kept within the budgetary restraints of the office

    + Directs, coordinates and evaluates the activities of the budget group pertaining to operating programs and financial management, FTA reporting, grants management and financial analysis. Acts as liaison between the senior capital project manager and the entities in the field

    + Provides oversight of the annual and long-range plan/program and the annual operating budget to ensure sufficient resources, both personnel and non-personnel are available to support the department's mission and business plan in accordance with WMATA¿s guide lines and the General Manager¿s priorities

    + Provides project management coordination and controls consistent with both project and operational needs

    + Manages and directs assigned staff responsible for departmental administrative support functions to include travel, document control, cell phone usage review, mail distribution, preparation for meetings, preparation and dissemination of policies, procedures, regulations and correspondence.
