    Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, MD. Responsibilities The incumbent serves as a primary staff action officer for partnership campaign planning, security cooperation, and strategic engagements Responsible for drafting, managing, updating and collaborating on Regional and Country Cooperation Plans that support the U.S. Cyber Command Campaign Plan, Combatant Commands. Leads Joint Planning team in order to coordinate cross-directorate, multifunctional response to policy and develop plans for region/country, as required. Assists in drafting Regional Engagement Plans and drafts the Country Plan for assigned country or region when required or Interagency Plans depending on role. Develop, analyze, and advise on planning process products including mission analysis, estimates ,and course of action analysis, CONOPS, and plans. Evaluates, prioritizes, and synchronizes proposed cyberspace security cooperation activities in assigned area of responsibility and provide Branch/Division Chief with concise and thorough recommendations to approve or deny each activity. Ensures analysis and recommendations for specific cyber security cooperation activities are aimed toward achieving Campaign Plan Objectives, with measurable results, and return on investment. Provides professional opinions/recommendations to senior decision makers that consider the complexities and ambiguities associated with the political-military environment. Prepares professional briefings and executive correspondence that properly apply grammar, punctuation, and formatting. Reviews, coordinates and makes recommendations on policies, plans and actions in the management of a multi-million-dollar security assistance strategy and programs for the United States. Provides clearly articulated briefings to senior leaders. Writes background papers, talking points, trip and visit books, policy papers and positions for use by senior leaders. You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. One year of specialized experience would be demonstrated by: 1) Analyzing intelligence reports on political affairs; 2) Performing administrative tasks such as drafting formal correspondence, writing reports, or preparing briefings for senior leadership; 3) Coordinating meetings with foreign officials to discuss strategic goals; 4) Leading team members in development of policies and plans. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. This position is in the Professional Work Category at the Senior Level within the CES Occupational Structure. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Must be able to obtain and maintain a security clearance. This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
