    Summary This position is located in the Human Resources Division, Arlington, VA. The selectee of this position serves as a Human Resources Specialist (Recruitment and Placement). You will be responsible for performing the full range of human resources management duties and responsibilities required of this position for organizations assigned. The position's duties involve work in recruitment, pay administration, staffing and placement, and the delegated examining unit (DEU). Responsibilities As a Human Resources Specialist (Recruitment and Placement) at the GS-0201-13 level, some of your typical work assignments may include: Serve as a senior specialist with the responsibility of providing expert advice, guidance, coordination, and technical services to customers of varying levels for a broad range of complex and/or controversial recruitment and placement issues. Conduct recruitment and selection actions through the DEU which includes preparing vacancy announcements, job analyses, rating criteria, assessing candidates, adjudicating veterans preference, and preparing certificates of eligible candidates. Administer the merit promotion program providing a full range of internal placement and recruitment responsibilities for assigned divisions/districts, using innovative recruiting strategies for positions requiring unusual skills, or sensitive positions. Apply expert knowledge of human resources principles to research, analyze, evaluate, and make recommendations concerning complex issues, highly visible sensitive matters, and problems which are not always responsive to resolution by standard methods, or precedents. Analyze situations and guides managers to the most effective solutions by utilizing objective and professional interpersonal skills, initiative, discretion, resourcefulness, and independent judgment. Provides expert advisory, consultative, and technical services to agency program and line managers on a broad range of Human Resources issues that involve complex and controversial issues. Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Qualifications GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0201-13 level, if you fulfill the following qualifications: Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability in: 1). Interpreting and applying Federal rules and regulations related to delegated examining operations and applying veterans' preference; AND 2). Coaching and mentoring junior human resources specialists and/or assistants in recruitment and placement; AND 3). Providing strategic advice and guidance to management regarding recruitment, hiring, compensation, and retention strategies; AND 4). Assisting with drafting policies, procedures and/or guidance for human resources programs related to staffing, recruitment, and placement. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC.
