    Summary The non-supervisory Program Analyst is a member of the Department of Veterans Affairs, Office of Secretary-Center for Women Veterans in Washington D.C. The center's responsibilities are to assess women Veteran's services within and outside the Department on an ongoing basis and to assure that VA policy and planning practices address the needs of women. Responsibilities The major duties and responsibilities include, but are not limited to: Prepares analytical, technical, and administrative duties in the budget administration process including budget formulation, justification, presentation, and execution for the Center. Administers and monitors education and training programs for Center employees. Reviews all actions managed by the Director of the Center for Women Veterans to ensure appropriate and accurate coordination. Interacts with a range of VA personnel; organizes and prioritizes administrative matters in the office. Monitors the Center's website. Coordinates schedules and special programs; and functions as the special projects officer for the Center. Obtains programs or technical expertise to assist in projects. Under the director of the Director and Associate Director, the staff leads as necessary to accomplish Center's established goals. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Prepares executive level correspondence for review including Requests for Information from congressional members to meet special project deadlines and in compliance with policy and standards; 2) Conducts briefings on project goals for internal and external stakeholders, including federal and state agencies, non-profit organizations, and senior management; 3) Effectively uses VIEWS or similar electronic records management system to record and track documents for signature or concurrence; 4) Collaborates with internal and external stakeholders, including federal and state agencies, non-profit organizations, and VA senior management, to ensure the alignment of program goals and objectives; 5) Understanding Congressional guidelines to ensure that reports and related documents are addressed and support congressional requirements; and 6) Collaboration with external and strategic partners to design regional, state and community programs. You will be rated on the following Competencies for this position: Project Management Planning and Evaluating Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
