RHS Lead Planner
Position Summary
The RHS Lead Planner is responsible for supporting departmental planning initiatives and divisional projects through project status reporting, data analytics, and process mapping to ensure strategic alignment and operational efficiency. Organizes and recommends implementation of preventative and operational maintenance programs and procedures for RHS facilities and properties; prepares and generates the facility asset plan report, collects and applies data for planning related to long term infrastructure needs; assists the division in evaluating and recommending improvements of divisional physical facilities, budget development, and training of operational facility related processes.
Duties and Responsibilities
+ Provides and recommends long range strategic plans for facility renewal and equipment replacement; recommends financial budgetary needs for repairs and maintenance and assists with the development of long-range planning of financial needs for facility projects.
+ Develops and implements long-term preventative maintenance plans, procedures and strategies for divisional buildings systems and equipment and includes HVAC, plumbing, sanitary lines, refrigeration, mechanical components, fire suppression systems, electrical, and other related building systems.
+ Evaluates RHS unit repairs and maintenance needs and recommends adjustments to maintenance services to optimize the performance of RHS facilities.
+ Provides technical information and guidance to solve problems, troubleshoot, and recommend solutions for unusual or difficult facility related problems or issues.
+ Participate in the preparation, establishment, and administration of Residential and Hospitality Services maintenance and repairs and project operational budgets.
+ Research prepares and collaborates with divisional leadership to establish long range facility asset plans, goals, objectives, and priorities to ensure that facility projects align with divisional and institutional needs.
+ Analyzes studies, reports, assessments, plans and contracts regarding facility related matters.
+ Participates and assists divisional leadership by generating and maintaining the long-term facility asset plan database and records; assists leadership in developing financial strategies for facility projects; recommends facility projects for approval for funding.
+ Responsible for managing construction project record keeping processes.
+ Administers and assists with the development of a facility audit program; monitors and assists in evaluating physical condition, functional performance, and maintenance deficiencies; prepares recommendations for corrective action and associated cost estimates; recommends long term strategy for improvements.
+ Analyzes and provides divisional support for retro-commissioning and energy and water conservation programs with campus partners. Recommends improvement strategies and funding sources in support of the program.
+ Develops and provides a standard for building sustainability management including ensuring that sustainable practices are implemented including utility, waste, and energy & water conservation programs.
+ Provides energy and water data to departmental leadership.
+ Provides management and/or representation of facility projects and oversight as requested.
+ Administers the RHS Divisional capital renewal process.
+ Research related best operational and maintenance practices and recommend improvements to departmental leadership.
+ Help evaluate the projected needs of the maintenance needs of infrastructure renewal projects and provide input for large project developments as requested.
+ Support units with coordination between requesting departments, vendors/contractors, and funding units.
+ Professional liaison tracking, coordinating, and supporting conductivity.
+ Creating and supporting relationships with IPF and University Partner to understand complex relationship between building systems and infrastructure.
All positions in RHS are designated as critical status. In the event of a university closure, modification, or suspension of operations due to snow or other emergency conditions, you will be expected to make all reasonable attempts to report to work as scheduled for the duration of the closure/suspension. If you have an approved remote work agreement to work a portion of your normally scheduled work hours remotely, you may be called upon to work on-site to serve the MSU community.
Minimum Requirements
Knowledge equivalent to that normally acquired by completing a four-year college degree program in Engineering or a related field; five to eight years of related and progressively more responsible or expansive work experience in construction, supervision and management; or an equivalent combination of education and experience; may require a license in a specified field.
Desired Qualifications
The ideal candidate for the RHS Lead Planner role will possess a strong background in facilities planning, project management, and data analytics, with demonstrated experience in long-range strategic planning and preventative maintenance for complex building systems. Candidates holding advanced certifications in facilities management, sustainability, or energy conservation are preferred. Proven ability to collaborate across departments, manage capital renewal processes, and develop infrastructure improvement strategies is essential. Familiarity with asset management software, energy modeling tools, and building audit protocols is highly desirable. Strong communication skills, analytical thinking, and the ability to lead cross-functional initiatives are critical to success in this role.
