    Job Description

    The Bureau of Revenue is requesting to hire a City Research Scientist, Level IVB to perform duties of an Executive Director for Claiming. The Executive Director will oversee four units, including the Grants Claiming Unit, State Aid Unit, Early Intervention and Medicaid Admin Unit. The position will oversee approximately 30 staff in total.

    Position Summary:

    The Division of Finance has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization and technical assistance. Finance helps to ensure that programs and administrative operations have the information, analysis, funding and technical capacity to deliver critical services effectively and meet DOHMH's objectives. Finance positions require analytic, interpersonal communications and problem-solving skills.

    Job Duties and Responsibilities:

    - Manage a portion of the Agency's revenue budget totaling over $1.4 billion across 300+ Federal, State, Private, and Medicaid Administration funding streams, including various grants, FEMA and CARES. Ensure that the Department of Health and Mental Hygiene receives the maximum allowable reimbursement from State, federal and other third-party payers through analysis of programmatic and administrative functions.

     

    - Identify and secure surplus revenues to enhance Agency public health programs and priorities; offset Agency funding gaps; achieve Agency efficiencies in lieu of reducing funding for programmatic initiatives; and realign revenue and expense budgets, thus saving City Tax Levy for the City of New York.

     

    - Oversee claiming, revenue posting and revenue management.

     

    - Develop business design for an Integrated Revenue Management System (iRMS) to automate and efficiently manage the full life cycle of grant funding, including claiming, reimbursement, and reporting of 300+ diverse revenue streams.

     

    - Ensure compliance with all Federal, State and private grantors to claim eligible expenditures, maximize reimbursement, and minimize disallowances.

     

    - Develop policies and procedures to ensure adherence to grantor requirements, including the Federal Uniform Guidance.

     

    - Implement corrective action plans for audit findings.

     

    - Represent the Department with oversight agencies, particularly OMB and the Comptroller's Office regarding all revenue reporting.

    Qualifications

    1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

    To be appointed to Assignment Level II and above, candidates must have:

    1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

    2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

    NOTE:

    Probationary Period

     

    Appointments to this position are subject to a minimum probationary period of one year.
