             Job Description THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $130,000.00 - $140,110.00 THIS POSITION IS OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE PROCUREMENT ANALYST. CANDIDATES WHO ARE PERMANENT IN THE FOLLOWING COMPARABLE TITLES, ADMINISTRATIVE STAFF ANALYST AND ADMINISTRATIVE CONTRACT SPECIALIST ARE ENCOURAGED TO APPLY. The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Office of the General Counsel (OGC) provides legal representation and advice to the Commissioner and all divisions at ACS. OGC identifies areas of legal vulnerability and coordinates with other Divisions to ensure compliance with court orders, consent decrees, and other legal and regulatory mandates. OGC also works closely with the NYC Law Department to minimize risk and avoid litigation and defend ACS in class action and individual lawsuits. OGC is comprised of six legal units and two non-legal units. The Office of Procurement, headed by the Agency Chief Contracting Officer (ACCO), is responsible for purchasing necessary goods and services needed to protect the City’s children and families. The Office of Procurement also assists ACS program areas with the preparation of scopes of services needed in order to issue Request for Proposals (RFP), and with the help of the ACS program areas, verifies the responsibility of the vendors to provide the proposed services. In addition, the Office of Procurement registers contract awards with the New York City Comptroller’s Office. The Office of Procurement is seeking to hire an exceptional procurement professional who is highly motivated and detail-oriented to serve as Deputy Agency Chief Contracting Officer (Deputy ACCO) to oversee its Child Welfare Contract unit. This area processes all foster care, prevention, and various other human services contracts for the division as well as all City Council discretionary contracts, including new contracts, amendments, and renewals. The Deputy ACCO will be required to coordinate, review and approve procurement actions in the accordance with City procurement rules and City Charter. The successful candidate will have worked in a fast-paced environment and have extensive experience in managing City procurements, including reviewing, approving, and executing documents on behalf of the ACCO. Candidates should be highly motivated and should be able to retain and communicate the big picture without compromising the finer nuances. The Deputy ACCO will report directly to the Agency Chief Contracting Officer. Duties will include but are not limited to: - Manage staff responsible for child welfare and prevention procurement actions. - Advise and train procurement staff on human services procurement processes and the applicability of local procurement laws. - Reflect a strong customer service ethos, providing technical assistance and timely status reports to divisional staff and vendors. - Track and report the status of all procurement actions, monitoring procurement cycle times. - Identify and implement quality improvement actions to maximize accuracy and minimize time. - Work collegially with staff in other departments to complete tasks requiring interdisciplinary input. - Ensure the integrity of the procurement process, adhering to the PPB rules and Agency protocol. - Assist with planning, development, and coordination of competitive Requests for Proposals. - Responsible for the initiation, development, and coordination of non-competitive solicitations. - Advise the ACCO on award decisions. - Perform special projects and assignments as delegated by the ACCO. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or 2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above. Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above.
