Smith Building City Albany State NY Zip Code 12210 Duties Description Under the supervision of the Contract Management Specialist 2, the Program Aide will be responsible for providing administrative support to the Office of Budget and Finance (OBF) Grants Unit Voucher team. Duties will include, but are not limited to, the following:• Coordinate the intake of all local assistance vouchers submitted to DCJS. Upon receipt of a voucher, it will be added to the appropriate tracking file and assigned to a voucher processor based on guidelines provided by supervisor and OBF management.• Assist in the tracking of all voucher audits conducted by the Office of State Comptroller (OSC). Coordinate responses to any OSC questions and/or the gathering of any document requirements, engaging with grantees or other DCJS staff as necessary. • Process block grant voucher payments to grantees in accordance with designated allocation methodologies.• Review recently paid vouchers to ensure that all supporting documentation has been scanned and saved to the correct file.• Review Interface Definition Language (IDL) files to ensure that certified vouchers have passed budget check.• Provide ongoing analysis of grantees in a Stop Payment status, working with OPDF program staff to identify and reconcile any issues.• Reviews Grant Unit procedures and recommends changes to existing procedures or establishment of new procedures in an effort to improve the efficiency of the unit. Ensures all procedures are in compliance with State and Federal policies, procedures and guidelines.• Monitor shared email inboxes to ensure all communication is received and responded to in a timely manner.• Review stale payment report regularly to ensure that all local assistance voucher payments have disbursed.• In addition to the above, the incumbent may perform other duties as assigned. Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law.
