Summary This position is located in the Pathology and Laboratory Medicine Service at VA Northern California Health Care System - Sacramento VA Medical Center in Mather, CA. The Medical Technician - Mobile Phlebotomist is responsible for performing phlebotomy, specimen processing, and testing. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. The Medical Technician - Mobile Phlebotomist performs waived testing using the techniques of medical laboratory practice in one specialized area; uses computers, laboratory equipment and instrumentation; and trains new staff and will provide update training for existing staff on new techniques or changes to policies or procedures. Major duties and responsibilities include but not limited to: Using proper drawing techniques to ensuring the correct tubes are used and the right amount of blood is drawn while labeling all samples with accurate patient information Following safety and infection control rules, wearing required protective gear, replacing bed rails, removing tourniquets, and keeping the area clean Performing special procedures, collecting various specimens, assisting with bone marrow collections, instructing patients on proper sample collection, and helping staff learn correct phlebotomy methods Responding to emergencies and maintaining supplies, the incumbent is restocking materials, cleaning work areas, and following procedures for test cancellations or patient care Receiving and verifying specimens for all testing, checking requests for accuracy, correcting discrepancies with clinic personnel, prioritizing emergency orders, and ensuring proper patient identification and sample handling Performing and monitoring laboratory tests, using manual or automated techniques, preparing reagents, maintaining equipment, and recognizing instrument or data issues while following standard operating procedures Preparing and shipping specimens to other laboratories and packaging samples correctly, performing proficiency testing, uploading results, and assisting with proficiency test distribution as needed Answering laboratory phone calls promptly, providing accurate information, assisting clinic staff with order entry or specimen collection issues, and ensuring courteous professional communication Functioning as a resource person and troubleshooter for clinic personnel in executing order entry options and collection requirements Maintaining laboratory equipment and facilities by performing preventive maintenance, conducting quality control checks, and promptly reporting malfunctions or deviations to the supervisor Assisting in training laboratory and medical center personnel in phlebotomy, specimen handling, processing techniques, quality control, and proficiency testing to ensure procedural compliance and competency Performing other related duties as assigned Required Mobility: The incumbent will respond to staffing shortages as assigned by a Lead Medical Laboratory Technician or by a supervisor. He/she will travel to an assigned location and perform the Medical Technician job duties. Qualifications Minimum Requirement: The following are minimum requirements for appointment as a Medical Technician - Mobile Phlebotomist in the Veterans Health Administration (VHA), which all applicants must met. Specialized Experience (GS-06): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-05). Qualifying examples of specialized experience would typically include but are not limited to: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. At this level, specialized experience should include experience performing a variety of relatively standardized tests, examinations, and determinations. The procedures and techniques are well-established but involve many meticulous sequential steps to complete a test; and following written procedures which give carefully detailed instructions on each step of the assigned test and examinations. OR, Education (GS-06): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of at least one-half year of graduate level education (9 semester hours above a bachelor's degree) or an internship in course matter that must include courses directly related to the work of the position such as chemistry, biological sciences, hematology, microbiology, serology, etc. This education must have been obtained in an accredited college or university. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
