Project: Hetchy Capital Improvement Program
The Project Manager IV (PM-4) is responsible for overseeing and implementation of a series of phased projects under Hetchy Capital Improvement Program (HCIP). The PM-4 will also be responsible for management of the projects in their purview, in addition to overall management of HCIP projects in their program area.
The projects managed are highly technical and complex and will require a great deal of planning, analysis, and communication. The PM-4 is required to lead the project teams in system analysis and development of technical alternative solutions involving the input and consensus of civil, mechanical, and electrical design engineers, operations, and maintenance staff. Detailed design and construction of the selected project alternatives will involve civil, mechanical, electrical, structural, process control, cathodic protection, and maintenance access engineering.
The PM-4 will oversee projects in their region, prepare timely project budget/schedule updates, scope analysis, troubleshooting, and analysis of project alternatives. The PM-4 will interact with the SFPUC Commission, SFPUC Executive Management, Technical Steering Committee, and various key project stakeholders from the Operating divisions. The PM-4 will review and approve critical path schedules, collaborate with Operations on shutdown schedules, and forecast project spending plans. The PM-4 will report project progress on annual, quarterly, and monthly basis, and provide project inputs on scope, schedule, and budget to the 10-year capital program.
The major projects the PM-4 will be involved in their region are as listed below:
SJPL Valve and Safe Entry Improvements
The SJPL system consists of four water transmission pipelines that were built between 1932 and 2012, and range in diameter from 56 to 79.5 inches. Recent engineering studies found that the existing valves are insufficiently rated for hydrostatic or transient/surge pressures, resulting in a water engulfment hazard. The objective of this project is to provide safe entry into the SJPL System, in compliance with SFPUC Safe Pipeline Isolation procedure, to support future inspection, maintenance and capital improvements of SJPL system. The scope of work includes 1) replacement of inline large diameter butterfly valves; 2) installation of double knife gate valves at Emery, Roselle, and Pelican Crossovers; 3) installation of new Removable Spool Pieces (RSPs) along the pipelines; 4) construction of a new Surge Tower at Tesla Portal; 5) improvements of pipe appurtenances and site access.
Cherry Dam Spillway Short Term
Cherry Dam and spillway were constructed between 1952 and 1956. The spillway consists of a concrete ogee weir and an unlined channel. Spillway release in 2010 caused a landslide and blockage of the spill channel and created 1,500 feet eroded channel downstream of the dam’s right abutment, flooding of the Cherry Power Tunnel Adit, and flooding of a campground downstream. Engineering studies found that significant long-term improvements to increase the spillway flow capacity is needed. The objective of this project is to re-establish containment for the breached spill channel section in the interim until the long-term improvements are implemented. The scope of work includes 1) removal of trees, boulders, and debris from the previous landslide; 2) re-grading the existing unlined spill channel to re-establish the channel alignment and configuration; 3) installation of slope stabilization measures in selected locations in the channel; 4) installation of engineered earth berm at the damaged spill channel section to confine flows in the upper spill channel; 5) implementation of erosion protection measures.
O’Shaughnessy Dam Outlet Work Phase 1 and Phase 2
O'Shaughnessy Dam was completed in 1923 and raised in 1938. The original outlet work including gates and valves have been in services for more than 100 years. Inspections, condition assessments, and studies concluded that improvements and refurbishments of the outlet works system are needed to ensure safety and reliability. The work will be implemented in two phases. The scope of Phase 1 work includes: 1) design and construction of a new Instream Flow Release system to replace the old one; 2) re-design and construction of new 9 bulkheads to provide safe isolation for the future work downstream; 3) improvements to the internal dam access, platforms, and drainage; 4) planning studies of refurbishment of the existing slide gates and drum gates. The scope of Phase 2 work includes 1) replacement of seven discharge needle valves; 2) refurbishment of one discharge butterfly valve; 3) refurbishment of twelve slide gates; 4) rehabilitation of three drum gates; and 5) improvements to the diversion tunnel and diversion pipe.
Moccasin Dam & Reservoir Long Term Improvements
Moccasin Lower Dam is an earth and rockfill dam completed in 1930. It was almost overtopped during the March 2018 storm event which caused significant damage to its auxiliary spillway and the surrounding areas. After the 2018 storm event, SFPUC conducted an engineering study and concluded that that the design flow capacities of the existing main and auxiliary spillways are no longer adequate to protect the Moccasin Lower Dam against overtopping and erosion from severe flood events. The scope of work of this project includes 1) building a new side channel spillway to replace the existing auxiliary spillway so that the total spillway capacity will be able to safely pass the updated Inflow Design Flood without overtopping the dam; 2) adding more erosion protection to the upstream area; 3) enhancing flood protection measures at downstream facilities of Moccasin Lower Dam; 4) implementing environmental mitigation measures for project impacted areas.
Essential Functions:
The essential functions involved in the projects are as follows:
+ Project Management: Manage project budget, schedule, and scope.
+ Needs Definition, Condition Assessment. Alternatives Identification: Define the project needs, assess the conditions of all existing pertinent facilities, and identify feasible alternatives to address project needs. Furthermore, prepare Conceptual Engineering Report that specifies the 10% design level for the recommended alternative. Some of the projects have advanced further than this task, and so this work will not always be required.
+ Environmental Review: Conduct required environmental studies and analyze and evaluate project alternatives. If necessary, prepare draft and final EIR and EIS for circulation and public hearings. Pursue negative declaration or categorical exemption, if feasible.
+ Engineering Design: Develop 35%, 65% and 95% design documents and cost estimates, as required for the design; 100% construction documents (plans and specifications) for the project for bidding or contractor procurement.
+ Bid and Contracting Support: Provide support to PUC Contracts for bidding, the PUC award process, and contracting.
+ Construction Management Support: Provide construction management support to facilitate project construction.
+ Operational Start-Up and Close-Out: Provide as-needed support to facilitate the operational start-up of any newly constructed facilities and assist in financial close-out of the projects.
Class 5508 performs other related duties as required.
Nature of the work:
If the candidate selects his/her primary office to be the SFPUC headquarters, the candidate is required to commute, at least 1 day per week, to the HCIP site office located in Moccasin, California, and/or periodically visit, as needed, to remote project jobsites for the purposes of:
+ Managing the projects assigned,
+ Getting familiar with the project locations,
+ Escorting other City staff, consultants, or stakeholders to visit the sites,
+ Attending important meetings with staff of Hetch Hetchy Water and Power (HHWP),
+ Attending workshops with HHWP and other design team members,
+ Attending progress, change order, schedule/cost meetings with City construction management staff and contractors,
+ Conducting coordination with other projects and their team staff.
Some of these meetings can be attended remotely via video teleconference, but some meetings may require the candidate to be on site. The PM-4 will be expected to promote good relationships with other City staff, consultants, and contractors by attending most of the meetings with face-to-face interaction.
If the candidate selects his/her primary office in Moccasin, then the position requires periodic commutes during the week or month to the San Francisco Public Utilities Commission headquarters building, at 525 Golden Gate Avenue, for important meetings, as needed, with senior City staff or other consultant or stakeholder staff.
The City and County of San Francisco Department of Human Resources is instituting a 4 day in office, one day remote agreement effective August 18, 2025.
Limited living accommodations may be available in the Moccasin cottages or the bunkhouses at Moccasin or Early Intake for overnight reservation for multi-day project commitments.
Minimum Qualifications:
+ Possession of a bachelor's degree in architecture, engineering or planning plus eight (8) years of responsible architectural, engineering or construction management experience experience; OR
+ Possession of a bachelor's degree in another field, plus ten (10) years of responsible experience in a field directly related to the project; OR
+ Twelve (12) years of architectural, engineering, or construction management experience in a field directly related to the project; OR
+ Valid California Registration as a Professional Engineer or Architect, plus four (4) years of project management experience.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
The ideal candidate should have extensive experience in industrial facilities, utilities, infrastructure water and power facilities projects in all phases of the project – planning, environmental review, design, construction, and closeout using project management processes and area knowledge. In addition, experience in capital planning, and using software such as Primavera P6, PowerPoint, Excel spreadsheets, Outlook, and Word is a plus. Possession of P.E. license in state of California and the Project Management Professional (PMP) certification from Project Management Institute (PMI) is highly desirable.
