    Microsoft has an exciting opportunity for a **Leader on the Sovereign Cloud Experiences Technical PM team** . This team is responsible for ensuring that Azure delivers on our sovereign cloud commitments to our partners and best supports the transition to and future operations for these partners.

     

    In this role, you will work closely with engineers enabling a broad set of Azure services for highly secured and regulated industries. The systems and software you build must meet stringent security, compliance, and sovereignty requirements for both public and private sector customers.

    This leader role will lead a dedicated team of folks both in the US and in country focused on managing strategic relationships with sovereign cloud partners. This team ensures that Azure’s commitments are consistently delivered across all phases—buildout, transition, and ongoing operations—while providing partners with clear transparency throughout the process fostering trust and alignment. Acting as the voice of sovereign cloud partner internally to drive understanding of requirements and advocating for their priorities within Microsoft to get commitments and unblock work.

    Responsibilities

    Microsoft has an exciting opportunity for a **Technical Program Manager (TPM)** **Leader** to join the Sovereign Experience PM Team and help empower customers with highly regulated workloads and critical missions. Our TPM and Product Management team leads efforts such as designing product architecture and solutions to complex technical needs, identifying trends in product quality and performance to define or change existing features; prioritizing and delivering on the roadmap; managing project schedules and release plans; monitoring product/service performance and driving continuous improvement in quality, profitability, supportability and delivery. In this role, you will also have opportunities to act as technical advisor with customers to evangelize products, solicit feedback, and support field sellers where needed. In this role you will be responsible for the following types of activities:

     

    + **Lead and orchestrate high-impact, cross-functional initiatives -** Drive strategic programs with executive visibility, ensuring alignment across engineering, compliance, and business teams. Focus on clear milestones and dependency management to deliver outcomes that matter.

    + **Develop actionable insights into government customer priorities -** Go beyond understanding usage—translate sensitivity and sovereignty requirements into concrete platform features and roadmap commitments.

    + **Mobilize a distributed organization for decisive execution -** Build coalitions across diverse teams, influence decision-makers, and remove ambiguity to accelerate Azure adoption in regulated markets.

    + **Convert demand signals into growth enablers -** Partner with engineering, marketing, finance, and legal to turn customer requirements into prioritized investments that unblock Azure expansion.

    + **Champion compliance and security as growth accelerators -** Ensure government-specific infrastructure, identity, and security needs are embedded in Azure services to support sensitive workloads.

    + **Establish a disciplined operating rhythm with agility -** Define cadence, stakeholder map, and reporting that balances rigor with speed—enabling transparency without slowing innovation.

    + **Apply advanced program management practices -** Drive risk mitigation, quality assurance, and schedule adherence while fostering efficient decision-making and timely delivery.

    + **Facilitate customer design and deployment workshops -** Guide secure architecture decisions and provide best-practice recommendations for mission-critical applications.

    + **Act as the Voice of Customer with measurable impact -** Surface insights, champion blockers removal, and influence engineering priorities to deliver tangible adoption outcomes.

    You will be accountable for:

    + **Strategic Program Leadership -** lead complex, cross-functional programs end-to-end—setting priorities, managing dependencies, and ensuring delivery against strategic objectives.

    + **Government Customer Advocacy & Market Expansion -** Shape Azure’s roadmap to remove adoption barriers and expand presence in international government markets

    + **Stakeholder Engagement & Decision Enablement -** Establish a rhythm of business, foster alignment among diverse stakeholders, and ensure timely decisions that unblock growth while building trust with our partners.

    Qualifications

    Required Qualifications:

    + Bachelor's Degree in Computer Science, Engineering, Data Science, Math, Business, or related field AND 8+ years experience in engineering, product/technical program management, data analysis, or product development

    + OR equivalent experience.

    + 5+ years of experience delivering cloud services and driving Azure feature requirements.

    + 5+ years’ experience managing cross-functional and/or cross-team projects.

    Other Requirements:

    Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

     

    + Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check upon hire/transfer and every two years thereafter.

    + Citizenship & Citizenship Verification:This role will require access to information that is controlled for export under export control regulations, potentially under the U.S. International Traffic in Arms Regulations or Export Administration Regulations, the EU Dual Use Regulation, and/or other export control regulations.  As a condition of employment, the successful candidate will be required to provide either proof of their country of citizenship or proof of their U.S. permanent residency or other protected status (e.g., under 8 U.S.C. 1324b(a)(3)) for assessment of eligibility to access the export-controlled information. To meet this legal requirement, and as a condition of employment, the successful candidate’s citizenship will be verified with a valid passport. Lawful permanent residents, refugees, and asylees may verify status using other documents, where applicable.

    + Citizenship & Citizenship Verification:This position requires verification of citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local government agency customers and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, and as a condition of employment, the successful candidate’s citizenship will be verified with a validpassport.

    Preferred Qualifications:

    + Bachelor's Degree AND 10+ years’ experience in engineering, product/technical program management, data analysis, or product development or equivalent experience.

    + **Experience & Domain Expertise**

    + 12+ years in engineering, product, or technical program management, with focus on mission-driven government and sensitive workloads.

    + **Technical & Analytical Skills**

    + Proven technical aptitude; ability to learn new technologies and cloud trends quickly.

    + Familiarity with engineering practices and telemetry-driven insights.

    + Skilled in integrating technologies and resolving complex, scenario-blocking issues.

    + **Leadership & Influence**

    + Demonstrated ability to lead cross-functional and geographically disperse teams and influence outcomes in ambiguous, fast-paced environments.

    + Executive presence with experience engaging customers and decision makers.

    + Proven initiative and problem-solving across diverse teams.

    + **Communication & Collaboration**

    + Exceptional verbal and written communication tailored to varied audiences (engineering, executives, customers).

    + Situational awareness and ability to adjust approach for different stakeholder groups.

    + **Innovation & Governance**

    + Experience introducing new approaches to existing problem spaces.

    + Ability to balance rigor and governance with speed and innovation.

    + **Customer & Market Focus**

    + Deep understanding of sovereign customer needs and differentiating technologies.

    + Knowledge of partner ecosystems and ability to leverage solutions for customer success.

     

    Customer Experience Program Mgmt M6 - The typical base pay range for this role across the U.S. is USD $163,000 - $296,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $220,800 - $331,200 per year.
