Job Description
*TS/SCI clearance is required, must be able to obtain and maintain a CI Polygraph. Relocation assistance is available.*
Scope:
Serves as the Site Manager for a large, moderate-risk Operations & Maintenance contract that includes construction, procurement, and Central Plant operations. Develops a complete understanding of the prime contract and subcontracts to provide full support to program leadership.
Principal Job Duties & Responsibilities:
• Supervise and provide technical direction to ~80 Fluor and subcontractor personnel executing the facilities management SOW at a secure U.S. Government site.
• Report to the Enterprise Program Manager and maintain continuous client interaction.
• Ensure Health, Safety & Environmental (HSE) requirements are prioritized across all phases of work.
• Manage maintenance, modification, and outage activities in compliance with contract terms.
• Oversee maintenance planning and scheduling to ensure full integration with plant and power operations.
• Support the Program Director (PD) in achieving safety, quality, cost, and productivity targets at all Fluor-managed locations.
• Direct daily PMO operations and integrate deliverables across technical and support teams.
• Assist PD in defining organization structure, staffing requirements, and coordination with supporting groups.
• Build and maintain strong client relations to promote cooperation, prompt payment, and follow-on opportunities.
• Oversee project reporting, reviews, and close-out documentation.
• Partner with Project Controls to manage cost, schedule, and change control systems aligned with Baseline Centric Execution.
• Ensure effective coordination between design, procurement, material management, and construction to meet scope, cost, and schedule objectives.
• Ensure compliance with security and computing systems management requirements.
• Support invoicing, monitor accounts receivable, and ensure timely payments to control cash flow.
• Keep senior management informed of project status, client relations, cost/schedule performance, and risks.
• Lead or support proposal efforts, including execution planning, scheduling, estimating, and strategy.
• Manage personnel performance and provide professional development opportunities.
• Travel as needed for business requirements.
• Perform other duties as assigned.

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
• TS/SCI clearance is required, must be able to obtain and maintain a CI Polygraph
• U.S. Citizen
• This position is subject to review and approval by the US Government Contracting Officer
• Minimum of 7 years of experience managing projects of similar size and scope. This is a key contractual position and is contingent on approval by the US Government contracting officer.
• Must be physically present on site during normal business hours. Remote work is not authorized on this contract

• Shall respond to the site within 2 hours-notice for emergencies outside of normal business hours.
• Position reports to a US based program manager and interacts with peers in multiple time zones
• Must meet USG requirements and contingencies prior to deployment to the site.
• Support the projects by providing an environment for the development and professional advancement of project personnel, including providing on-the-job and formal training and development opportunities
Preferred Qualifications
• At least 4 years experience supporting the Intelligence Community
• Current active security clearance that meets access requirements for the customer
• Engineering experience
• Professional engineer license
• Experience leading Service Contract Act (SCA) employees
• Fluent in Spanish, or who have a certain level of proficiency
• Program management experience or certification
• Process improvement experience
• SAP, Costpoint, AutoCAD experience
• Jobsite experience and understanding of construction safety program
• Demonstration of successful performance as Project Manager on a minimum of two (2) small to medium sized projects or in significant positions on large to very large sized engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects
• Planning and scheduling activities within power and plant operations

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $160,000.00 - $302,000.00
