Job Description:

Responsible for overseeing and coordinating the scheduling of staff and service planning for NJT revenue rail operations. Analyze data, develop strategic plans, and make recommendations to optimize train schedules, routes, and resources to include personnel. Collaborate with various stakeholders, including train crews, dispatchers, maintenance teams, customers, and external parties to ensure efficient and reliable rail operations. Monitor performance metrics, identify areas for improvement, and implement initiatives to ensure compliance with agency-defined service standards as well as state and federal regulations, while enhancing operational efficiency and customer satisfaction. Assists in ensuring the smooth and cost-effective operation of rail services.
Roles and Responsibilities:
• Coordinates with rail operating departments on an ongoing basis in development of revised systemwide train schedules, in response to changes in ridership conditions, crew and equipment availability, partner agency schedules, and agency direction.
• Collaborates with external agencies to coordinate service, crew, equipment and operational changes at shared facilities.
• Develops new service, crew and equipment plans in response to new markets identified by NJ TRANSIT or other agencies. Identifies yard and crew facility needs.
• Develops contingency service plans in response to natural or man-made events (i.e., bridge failure, strike, budget crisis, etc.) as required.
• Prepares and distributes public and employee rail timetables, electronic train schedule data, customer service notices, and other reports as required.
• Monitors operational performance data, ridership trends, and customer and employee feedback to identify emerging service issues
• Attends meetings with customers, advisory boards etc., to exchange information, issues and comments.
• Ensures accuracy, completeness and security of electronic information stored in system databases.
• Coordinates crew changes/service changes with user departments for seamless and efficient implementation.
Education, Experience, and Qualifications:
• Bachelor’s degree in planning, business administration or related area, and
• Seven (7) years of rail passenger or freight experience, with a minimum of two (2) years in service
planning, including scheduling, crew planning, equipment planning and other operations analysis activities.
• One year of closely related work experience can be substituted for each year of education required.
Knowledge and Skills:
• Knowledge of operational factors that affect delivery of scheduled service • Strong communication and interpersonal skills • Ability to analyze large datasets using spreadsheet or database programs
