    Colorado State University Pueblo (CSUP) consists of over 1,500,000 square feet of maintainable building area and over 250 acres of campus space. The objective of Facilities Management is to provide a safe, clean, and sustainable environment that will enhance and support the mission and academic goals of the University.

    Description of Job

    The Executive Director of Facilities provides strategic leadership and oversight for the Office of Facilities Management at CSU Pueblo. This role is responsible for planning, managing, and implementing all programs related to the delivery of facilities services, including daily operations across multiple work units, budget and resource management, staffing, collaboration of policy development, and project prioritization.

     

    As a key member of the CSU System Facilities Management Team, the Director contributes to strategic planning, resource allocation, and the development of operational standards. This position leads the technical reviews of campus buildings and infrastructure to ensure compliance with CSU System, State of Colorado, Federal standards and applicable regulations, and prepares funding requests for repairs, renovations, and capital construction projects aligned with institutional and systemwide priorities.

     

    The Executive Director oversees approximately 32 buildings totaling over 1,500,000 square feet, located across 250 acres of grounds and facilities. The role manages 61 personnel through subordinate managers, setting performance goals, conducting evaluations, resolving conflicts, and guiding hiring and training processes.

     

    This position functions as a liaison and second-level delegate with the Office of the State Architect (OSA). The Director manages CSU Pueblo’s controlled maintenance, capital construction, and equipment replacement programs, ensuring alignment with state and institutional guidelines.

     

    In collaboration with the CSU Pueblo State Fleet Manager, the Director oversees the maintenance, and allocation of equipment and fleet vehicles. The role is also responsible for ensuring regulatory compliance with standards and requirements from agencies such as the NFPA, ADA, CDHE, EPA and other relevant regulatory bodies.

     

    Additional responsibilities include forecasting and tracking expenditures, managing capital assets, approving purchases, negotiating infrastructure-related agreements, developing short- and long-term operational plans, determining annual business plans aligned with the university’s mission, advising on policy implementation in coordination with the CSU System Office of General Counsel, establishing staffing plans, and directly supervising divisional operations as a second-level supervisor.

    Primary Duties

    Leadership and Management:

    Develop and implement approved strategic plans, policies, and procedures for facilities management and campus development.

     

    Lead and manage a multidisciplinary Facilities Management team including maintenance, custodial (housekeeping), mechanical, structural, and grounds operations - ensuring effective training, performance evaluation, and staffing.

     

    Supervise and mentor engineering professionals, technical staff, and administrative personnel to ensure high performance and professional growth.

     

    Oversee departmental operations through subordinate managers, establishing performance standards and resolving operational challenges.

     

    Direct maintenance, housekeeping, and grounds services, ensuring appropriate staffing levels and service quality across 62 FTEs.

     

    Manage personnel and fiscal resources across all Facilities Management areas, ensuring alignment with the approved annual budget.

     

    Evaluate campus needs and develop operational and staffing plans to support repairs, renovations, and new construction.

     

    Collaborate with the CSU Pueblo Fleet Manager to support Fleet operations, vehicle assignment, maintenance, and optimization strategies for efficient use of funding.

     

    Oversee project management staff responsible for capital support, controlled maintenance, and internally funded projects.

     

    Prepare and submit controlled maintenance and capital construction reports to the CSU System and the State of Colorado in a timely manner.

     

    Ensure compliance with CSU System, local, state, and federal regulations related to facilities, safety, and environmental standards.

     

    Collaborate with the CSU Procurement Office and the CSU System Office of General Counsel to lead or support negotiations with external contractors related to campus infrastructure and facilities to ensure high-value service delivery to the University.

     

    Serve as a liaison between Facilities Management and CSU Pueblo program leadership, providing high-level coordination and support.

     

    Supervise the preparation and administration of federal and state grants for capital improvement programs, ensuring coordination with financial grant management.

     

    Collaborate with facilities staff and campus staff to implement and monitor preventive maintenance programs to extend the life of university assets.

     

    Build and define facilities division operational standards, functions, and goals to support institutional priorities.

     

    Develop operational and staffing plans to support repairs, renovations, and new construction aligned with CSU Pueblo program needs.

     

    Collaborate with the Facilities Management Team to set work order priorities, review Project Initiation Forms (PIFs) and special project work orders and manage the approval process in coordination with campus departments.

    Budget and Contract Management:

    Collaborate with the Facilities Budget Analyst to manage multiple Facilities Management budget allocations in adjusting values based on expense trends and forecasts.

     

    Collaborate with the Facilities Budget Analyst to conduct benchmark analyses to establish cost metrics across service areas and support data-driven decision-making.

     

    Collaborate with the CSU Procurement Office and the CSU System Office of General Counsel, Director of Facilities Services and Project Management to review and finalize vendor contracts to ensure compliance with CSU System local, state, and federal agreements and service delivery standards.

     

    Collaborate with the CSU Procurement Office and the CSU System Office of General Counsel to develop specifications and manage the bidding and rebidding process for contracted services.

    Process Improvement and Operational Oversight:

    Lead Facilities Management divisions in identifying and implementing operational changes to improve efficiency, service delivery, and cost-effectiveness.

     

    Guide Division Managers in developing innovative strategies that enhance processes, reduce expenses, and support long-term fiscal sustainability.

     

    Facilitate data-driven initiatives by leveraging internal systems to generate reports and visualizations that inform decision-making and mentor supervisory staff.

     

    Monitor and evaluate the effectiveness of process changes, ensuring alignment with organizational goals and performance standards.

     

    Provide strategic recommendations for organizational improvements and oversee the implementation of approved changes.

     

    Standardize Facilities Management functions in accordance with CSU System, local, state, and federal requirements, and internal division protocols.

     

    Implement best practices and internal systems that support future operational needs and budget realities.

    Minimum Qualifications

    + MBA Or Bachelor’s Degree in one of the following field(s):

    + Mechanical Engineering

    + Civil Engineering

    + Facilities Management

    + Knowledge of State Procurement and NFPA.

    + Knowledge of Enterprise Asset Management Systems (EAMS)

    + Facilities Management experience.

    + Experience managing budgets.

    + 8 years’ experience managing large work units in a Facilities environment.

    Preferred Qualifications

    + Master’s of Engineering, Construction Management, or other related fields.

    + Licensed Architect or Engineer, or related certifications/licensures.
