             Summary IOWA ARMY NATIONAL GUARD - TITLE 5 EXCEPTED SERVICE POSITION Open to current on-board Title 5 employees of the Iowa Army National Guard. Military membership is not required. LOCATION: G1 Retirement Services Officer, Johnston, IA Responsibilities As a SUPV HR SPEC (MILITARY) (Title 5), GS-0201-11, you will perform the following duties. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. (25%) Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that integrate organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions (Reorganization / Activation / Deactivation, etc.), functions, and manning of serviced units, including reorganization, activation, deactivation, and transformation. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. (20%) Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from US law, the Department of Defense (DoD), the Department of Army (DA), and the National Guard Bureau (NGB). Drafts and implements State policy based on the aforementioned policies. Implement program policy from NGB in accordance with State's strategic objectives. Manages the use of funds for accounts relating to the area of assignment and requires exercising proper control measures, forecasting, and developing and conducting of internal audit reviews. (20%) Coordinates, convenes and/or participates in various boards which may include the following: promotions, DA Boards, awards, selective/qualitative retention boards, MOS Medical Review Board (MMRB), Incapacitation Review Boards, Medical and/or Physical evaluations, etc. Develops initial MOI, policy and guidance for implementation of board results. Establishes analysis systems to ensure actions are timely and to ensure effectiveness of programs. Performs self-inspection and presents detailed and comprehensive reports and recommendations with any corrective action taken to supervisor. (20%) Directs and oversees the research and response for congressional or high level headquarters' inquiries regarding military human resources matters. Provides supervision in technical and administrative guidance over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialists within the other specialized functions of the MILPO. Plans and schedules work of subordinates based on organization priorities. Provides advice, guidance, and direction to employees on a wide range of military human resources and administrative issues. (10%) Conducts briefings, training, and workshops for subordinate major commands, managers, JFHQ staff and senior leadership on military personnel programs of responsibility. Participates in Soldier Readiness Processing (SRP) and unit mobilizations/de-mobilizations. Develops plans and policies then implements military personnel programs in support of statewide responses for defense of the Homeland, natural and/or man-made disasters, pre- and post- deployment activities, and Department of Homeland Security contingency plans. Participates in continuity of operations training and real world events as needed. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. MINIMUM EXPERIENCE: Experience that manage, supervise, administer, advise on, or deliver human resources management products or services SPECIALIZED EXPERIENCE:GS 020111 - Applicant must have the following experience: 1-year specialized experience must be equivalent to at least the next lower grade. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Experience with training and development principles, theories and methods. Ability to interact with all levels of management in the delivery of human resource services requiring a broad approach and careful analysis Experience with written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers in order to foster understanding and acceptance of findings and recommendations Working knowledge of how multiple automated systems are structured and modified in order to set up validation strategies for reports generated from system or to troubleshoot when systems do not work. Ability to use continually changing automated systems in order to get data in and out. Skill in coordinating constantly changing program/project requirements in order to minimize disruptions. Education Substitution of Education for Specialized Experience Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related You must provide transcripts or other documentation to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position. Additional Information SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position.
