    Job Description

    Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.     Responsiblities

    Key Responsibilities

    + Report to the Director of Construction.

    + Responsible for all construction activities at the DAF Complex.

    + Plan, schedule, and verify accomplishments of all DAF construction work and tasks.

    + Generate and present all documentation required and/or needed by management for successful monitoring of projects, tasks, efficiency, and productivity.

    + Ensure QA/QC requirements are correct and successfully executed.

    + Direct and monitor the safety program for the division and ensure the well-being of the personnel assigned.

    + Monitor the training and qualifications for assigned personnel are adequate, in compliance, and current.

    + Review engineering documentation for constructability and completeness and verify the viability of proposal and project estimates.

    + Provide feedback to correct deficiencies.

    Qualifications

    + Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.

    + Excellent communication skills, extensive computer abilities, technical and commercial business administration capabilities, demonstrated social personality and management skills to enable optimal results from inadequate initial information, and a thorough, intimate knowledge of Project Management funding streams and the restrictions imposed by each.

    + Ability to multi-task effectively and efficiently will be tantamount.

    + Ability to accurately forecast resources and materials needs.

    + Experience with Nuclear operations is a plus.

    + Ability to obtain Human Reliability Program (HRP) Certification is required.

    + Crane Operator for Nuclear operation knowledge is a plus.

    + Knowledge of Union Contracts is a plus.

    + Knowledge and experience with safety concepts that are typically associated with construction projects.

    + Possess planning and organizing skills and initiative.

    + Proficiency in procurement development, contract preparation, negotiation techniques, and administration of contracts under Federal purchasing regulations is desirable.

    + Construction project management experience in self-perform and subcontracting scopes of work.

    + Knowledge of labor standards and building codes.

    + Possess effective oral and written communication skills as well as interpersonal communication skills to deal with contacts in an effective, positive, and professional manner.

    + The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

    + Position requires travel to forward areas located in the NNSS. The DAF is located in the forward areas of the NNSS

    + Work schedule will be 4/10s Monday through Thursday (subject to change).

    + Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    + Must possess a valid driver’s license.

     

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg1-pgchg) , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

     

    **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicants selected will be subject to a federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.     Annual salary range for this position is: **$151,881.60 - $243,006.40.**

     

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
