    General Summary

    NOTE : This role is open to current WSSC Water employees only.

     

    TheManager, Internal Investigationssupervises investigations of a criminal, civil or administrative nature involving Commission employees, members of the general public involving the Commission, or WSSC Water property assets. This role also supervises the activities of investigators comprising the Internal Investigations Unit.

    Essential Functions

    + Conducts highly sensitive investigations

    + Supervises the Internal Investigations Section

    + Develops and supervises the implementation of crime prevention programs

    + Coordinates testimony and testifies in the courts of the State of Maryland and WSSC Water administrative hearings

    + Supervises and coordinates background investigations of potential WSSC Water employees, contractors, and persons/business entities seeking access to WSSC Water infrastructure data

    + Responds to and coordinates the response to crime scenes when necessary

    + Researches, formulates and prepares staff studies involving Security subject matter

    + Researches, develops and assists in the implementation of administrative procedures affecting the Police & Homeland Security Department

    + Maintains an effective liaison with other utility investigators, federal, state, and local law enforcement agencies

    + Prepares routine and special correspondence for the Police & Homeland Security Director and Chief of Police

    + Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination

    + Drives a vehicle to conduct WSSC Water business

    Other Functions

    + Recommends civil and criminal prosecutions

    + Reviews and completes technical reports as required

    + Reviews and refers security matters to Legal Office when necessary

    + Reviews proposed legislation and comments both verbally and in writing to the Security and Safety Services Division Manager/Chief of Police

    + Reviews reports and correspondence prepared by Internal Investigations staff

    + Performs other related duties as assigned

    Work Environment And Physical Demands

    Maintains standby status during non-working hours. Work is performed in both the field and in an office environment. The Manager, Internal Investigations performs law enforcement related duties which may include, but are not limited to, physical exertion, exposure to all degrees of weather, variable working hours, and response to high risk incidents.

    Required Knowledge, Skills, And Abilities

    + Thorough knowledge of the principles and practices of investigations and local and state law enforcement practices

    + Ability to testify effectively in the courts of the State of Maryland and WSSC Water administrative hearings

    + Ability to protect sources of confidential information

    + Thorough knowledge of Maryland criminal, motor vehicle and civil law

    + Ability to conduct interviews of suspects and witnesses

    + Self-motivated and possess the skills needed to work without direct supervision

    + Ability to establish and maintain effective liaison with utility investigators, federal, state, and local law enforcement officials

    + Ability to perform professional and technical research and to give reliable advice based on this research

    + Ability to establish an effective working relationship with all levels of WSSC Water management

    + Ability to write effectively

    Minimum Education, Experience Requirements

    + High School diploma or equivalent

    + 8+ years experience in the field of police work

    + 1+ years supervisory experience

    Additional Requirements

    + Certification by the Maryland Police and Correctional Training Commissions as a police officer in the state of Maryland

    + Possession of a valid driver’s license with no more than 4 points and ability to obtain a WSSC Water driver’s permit within 90 days of hire or transfer date

    + Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
