Position Summary Information
General Summary
This Manager, Enterprise Asset Managementis responsible for managing and overseeing the activities of the Asset Management staff within the Enterprise Asset Management Division. This role directs efforts to address infrastructure needs to sustain acceptable service levels, and oversees the review and implementation of business improvement initiatives within the asset management function.
Essential Functions
+ Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
+ Leads and provides overall management and guidance to the section and asset management core team
+ Manages all operations related to organization of the asset management program
+ Prepares the section’s budget
+ Establishes asset management-related policies and procedures for the asset management division and program
+ Leads, plans, and manages the development and implementation of the organization asset management program ( AMP ) including the continuous improvement of asset management processes and practices within WSSC Water
+ Provides expert advice on modifications to asset management processes and procedures, and coordinates for the consistent implementation of asset management process and procedures within the organization
+ Evaluates asset-related standards generated in the office and determines necessary action to apply such standards within the organization
+ Identifies resource requirements and performance data for the programs and office activities to support budget preparation
+ Develops work standards utilizing work measurement procedures
+ Establishes, implements, and updates procedures to ensure overall section efficiency, productivity, and effectiveness
+ Ensures that the outcomes of the WSSC Water Asset Management Program implementations meet the needs of strategic investment planning for the infrastructure
+ Oversees the work necessary to create or update the network and enterprise asset management plans and implement business improvement projects
+ Oversees the development of multi-year strategies, and funding requirements to sustain the infrastructure
+ Assists managing the Project Needs Planning Committee and provides recommendations for committee consideration and decision-making
+ Provides support to the division manager to manage and guide the Asset Management Program Strategic Committee
+ Creates and/or reviews technical and verbal reports regarding the performance of the asset management program and effectiveness of asset management strategies in improving enterprise cost and service level performance and recommends response actions as appropriate
+ Oversees and coordinates work associated with research to improve asset management practices, and new technology applicable to the asset management program and the business processes of the office
+ Drives a vehicle to conduct WSSC Water business
Other Functions
+ Attends necessary meetings and follows through on recommendations
+ Works closely with other departments to assist with the implementation of the asset management program
+ Keeps abreast of technological advancements and recommends improvements to manage the program and office
+ Performs other related duties as required

Required Knowledge, Skills, And Abilities
+ Comprehensive knowledge of the principles and practices related to asset management
+ Comprehensive knowledge of the water/wastewater industry
+ Comprehensive knowledge of the principles and practices of program/project management and associated organizational management systems
+ Ability to communicate effectively, both verbally and in writing
+ Ability to create, prepare and effectively present technical and administrative reports, both verbally and in writing
+ Ability to work cooperatively with subordinates, peers, and supervisors in a team-based environment
+ Ability to assess and balance workloads and project assignments
+ Ability to make independent decisions, solve problems, and implement those decisions;
+ Proficiency with Microsoft Office applications
+ Knowledge of the principles and practices needed for effective use of Decision Support systems such as Riva, and Optimization Systems, such as SAS , Optimatics or other
+ Ability to coordinate a team, strong leadership and project management skills
Minimum Education, Experience Requirements
+ Bachelor’s degree in Engineering, Business Administration, or a related field
+ 6+ years of program management experience in the delivery of asset management programs or related project management experience,
+ 2+ years of management experience
Additional Requirements
+ Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
+ Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
Preferences
+ Master’s degree in Engineering, Business Administration, or a related field
+ PMI / PMP certification
Salary$135,814 - $231,251
