    Summary About the Position: Serves as Supervisory Program Analyst (Project Controls) providing centralized project management support in planning, scheduling, estimating, costing, project accounting, change management, and risk assessments for Civil Construction, Environmental, Operations, and Work for Others across the Army Corps of Engineers (USACE) - Pittsburgh District. Coordinates with leadership, managers, and HQ staff to ensure effective project controls and customer satisfaction. Responsibilities Develop project schedules and budgets to ensure alignment with organizational goals and ensure adherence to applicable regulations and standards including those for civil construction projects. Monitor project performance metrics to identify at-risk projects and recommend corrective actions for civil construction projects. Analyze cost and schedule performance data to identify trends, forecast project outcomes, implement best practices and improve project controls for civil construction projects. Maintain data integrity in project management tools to ensure accurate and reliable reporting to leadership and stakeholders. Supervisory duties to include assigning work to subordinates, evaluate performance, resolve issues, recommend training and development. Participate in regional and national working groups/teams to align local practices with enterprise policies and develop innovative solutions. Document and test local procedures to enhance compliance and effectiveness and to Identify systemic issues in budgeting and scheduling to recommend policy revisions. Brief senior leadership on project controls compliance and execution plans for civil construction projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience to qualify at the GS-13 level: One year of specialized experience which includes: assist in developing project schedules and budgets (e.g. civil construction projects, environmental cleanup/restoration, and operations); monitor project performance metrics and prepare preliminary reports for senior staff; conduct routine checks and document findings; gather data and ensure the accuracy of automated project management systems used; ((e.g. Project Management Information System (PROMIS), Project and Program Management Information System (P2), Primavera (P6), Enterprise Data Warehouse (EDW)). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service(GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.
