Our mission in ORIS (Office of Research Information Services) is to reduce that administrative burden by streamlining and automating information services so researchers can spend more time researching. The Technology Manager for Data, Integrations, and Quality Engineering ensures efficient delivery and effective support for University research by leading, mentoring, and coaching a diverse set of software engineers tasked with designing, building, supporting, and administering a variety of software applications and services that enable research and research administration. The engineering aspects of this role are expected to have a large impact on our organization’s success delivering software. As a leader, the role will identify, synthesize, and share information regarding overall ORIS performance in order to align ORIS priorities with strategy; support building staff connections to enable productivity and remove roadblocks; undertake capability analysis in order to determine resource allocation for existing and future services and products; and guide teams in the adoption of and adherence with best practices of secure software engineering compliant with University-wide information security policies as well as relevant laws and regulations. The operations component of the role supports a range of products, infrastructure, integrations, and services, some of which target 24/7/365 availability. Successful candidates must have a blend of demonstrated leadership qualities and software development background in order to ensure staff can provide continuous value delivery to our stakeholders in a stable, secure, and sustainable way. This leadership may be expressed in diverse ways, connecting to the variety of styles and cultures represented within the Office of Research and across UW. The Technology Manager for Data, Integrations, and Quality Engineering provides tactical and strategic technical leadership throughout the planning, implementation, and operational phases regarding the data, integration, and quality approaches in ORIS. A successful person in this position must: • lead, mentor, coach, and collaborate on data, integration, and quality engineering and their multiple supporting disciplines across legacy and modern codebases with a diverse set of staff including junior and senior engineering staff as well as technical leads, product owners, and project managers • perform consistent, repeatable, and compliant administration of staff, including but not limited to hiring, on-boarding, professional development, corrective action, conflict resolution, and off-boarding • have broad and deep experience with various software development practices and advise on the tactical direction of data, integration, and quality efforts regarding novel software development, operations, and use of third-party tools and services across a broad technology stack • direct technical leads and assist architects, and other staff in aligning software implementations with overall ORIS IT operational goals and principles towards achieving business objectives as outlined by ORIS program portfolio in order to support the Office of Research in supporting the research community As a technology manager responsible for ensuring the success of ORIS's software engineers, this position advances the Office of Research’s mission to support the integration of electronic research information systems that support the efficient administration of $1.75 billion in sponsored grants and contracts in FY25. This will reduce the administrative burden on researchers across the University by improving the amount of time researchers can spend on researching; improving University compliance; and ensuring that the University can continue to be at the forefront of academic research. Responsibilities: Leadership and People Management – 50% • Lead, mentor, coach, and manage a diverse team of software engineers to design, build, and provide efficient, effective data, integration, and quality engineering that enables performant, highly available software systems, • Make hiring decisions, as well as on-board, develop, train, and off-board staff; resolve conflicts, grievances or complaints effectively and immediately; take corrective action and provide regular feedback to staff as well as write staff evaluations to maintain team cohesion and psychological safety and support organizational best practices, including a culture of review • Engage with organization leadership and collaborate with coworkers across the organization to understand and advise on the strategic direction of data, integration, and quality practices, product/service management, and represent engineering needs in a variety of discussions and decisions • Delegate responsibilities and assign work based on needs from product managers and project managers on projects across the ORIS suite of software development to ensure project deadlines and deliverables are met • Grow and maintain relationships with management and subject matter experts across the University (especially with UW-IT, UW Medicine IT Services, and other groups supporting research administration) to provide leadership, support ongoing operations, and develop new features for data, integration, and quality **Development and Operations** – 30% • Execute regular maintenance tasks and security updates in a timely fashion to ensure well-functioning and secure ORIS applications and integrations • Participate in and promote a culture of review by encouraging and engaging in technical and non-technical review as both reviewer and reviewee to build software integrations, data schemas, quality assurance, and reports according to best practices of software development and architectural principles • Provide incident management leadership and contribute to implementation of incident response best practices; participate in incident response and review; triage and trouble emerging incidents and escalate issues of broader concern to key stakeholders and management as needed to ensure operational excellence • Collaborate with other managers, leads, architects, and leadership to develop and maintain roadmaps and other documents to mature software engineering solutions, processes, and practices that support the entire ORIS ecosystem and organize deferred work in a backlog to ensure adequate planning of continuous improvement efforts • Ensure success of products supported by staff **Professional Development** - 10% • Mentor and advise diverse staff at all levels of the organization on software engineering and operations best practices • Engage in and encourage others to engage in professional development opportunities and share knowledge attained with other staff • Maintain an awareness of software industry, institutional, and organizational trends, best practices, standard solutions, and constraints and share **Administrative Duties** - 10% • Attend recurring organization meetings such as one-on-ones with a supervisor, one-on-ones with subordinates, and product/service meetings • Engage in unplanned communications • Participate in recurring HR processes Experience Required: Bachelor’s Degree in Computer Science or related field. 8 Years of experience in software engineering to include 5 years leading and managing teams in the designing, developing, maintaining, and operating of data, integration, and quality services along with their infrastructure in accordance with existing architectural principles and security best practices, along with the following: • Designing, developing, maintaining, and operating of data, data schemas, and integrations along with their infrastructure in accordance with security best practices; examples include implementing and growing relational databases (MS SQL Server, MySQL), reporting solutions, cloud-native development, RESTful APIs, web services, commercial integration platforms (such as MuleSoft, Boomi, IBM Cloud Pak, etc.) • Administering and developing CI/CD pipelines in cloud-hosted Git repositories, and source controlling artifacts via Git, in alignment with common branching strategies and workflows • Designing and implementing quality assurance software systems, frameworks, and tooling (such as Selenium, Cypress, Grafana K6, Postman, Jest, MSTest.TestFramework) and processes (such as requirements analysis, testing, risk-based quality management, defect management, continuous service improvement) to appropriately meet customer needs and manage risks • Demonstrated ease in technical and non-technical review as both reviewer and reviewee in order to facilitate collaborative group activities such as change control and pull request review • Demonstrated ability to communicate clearly and effectively in both oral and written mediums with individuals and groups in order to socialize information and knowledge with: • Working individually and in a team setting • Hiring and developing a diverse team of professionals • Assigning, evaluating, and monitoring work and work hours • Training employees and conducting their job performance reviews • Resolving grievances or complaints and having the authority to take or to effectively recommend corrective (disciplinary) action Experience Desired: Experience with ... • MuleSoft Anypoint Platform • OpenAPI Specification (Swagger) • Generative AI (GitHub Copilot, Microsoft Copilot, ChatGPT, Claude) • Elasticsearch / OpenSearch • Data warehousing, organizational data stores, data mart, data lakes, and lakehouse • Multidimensional database technologies • Business Intelligence and analytics • Non-relational databases (NoSQL) • AWS, including but not limited to Data Migration Services (DMS), Relational Database Service (RDS), Glue, Elastic Container Service (ECS), Elastic File Service (EFS), Elastic Container Registry (ECR) • SQL and document-oriented databases • Kubernetes • Maven • JavaScript, Node.js, and npm • Angular (2+) • C# and .NET Framework • Lean/Agile software development methodologies • Working in higher education and/or research administration Working Conditions: This position: • Contributes in a collaborative teamwork environment • Collaboration across diverse backgrounds, personalities, and disciplines is done in a shared space working environment through scheduled and ad hoc meetings focused on problem solving • May be required to work in a hybrid environment, leveraging remote and on-site workplaces • While normally has a Monday-Friday day shift, will occasionally have responsibilities or emergent situations where work outside of standard business hours is required to ensure software deployments go smoothly, to respond to incidents, and/or to meet critical deadlines • May be required to be on call • Is an essential position and is required to report to work when UW suspends operations when needed Compensation, Benefits and Position Details Pay Range Minimum: $135,000.00 annual Pay Range Maximum: $145,200.00 annual Other Compensation: - Benefits: For information about benefits for this position, visit https://www.washington.edu/jobs/benefits-for-uw-staff/ Shift: First Shift (United States of America) Temporary or Regular?
