    Job Summary

    Responsible for overseeing all facility assets and personnel across the main hospital and affiliated off-site properties within Penn Medicine Chester County Hospital's 1.5-million square foot portfolio of owned and leased spaces. Provides strategic and tactical leadership across Facilities Management functions, including operations, maintenance, finance, and regulatory compliance. Leads departmental staff in implementing best practices, aligning internal requirements with industry standards, and ensuring service excellence, budget adherence, and strong stakeholder relationships. Supports the Departmental Senior Director in managing institutional interactions with external regulatory bodies such as TJC, CMS, and DOH.

    Accountabilities

    • Provide comprehensive leadership and oversight for facilities operations across Penn Medicine’s portfolio, encompassing property management, engineering, maintenance, reliability, sustainability, regulatory compliance, customer service, and cost efficiency. Evaluate both owned and leased assets to support capital planning and building systems programming aligned with institutional strategic objectives.

    • Champion the integration of industry-leading practices and workplace design innovations, ensuring alignment with Penn Medicine’s business needs and technology solutions. Collaborate in the assessment of strategic partner programs aimed at driving best-in-class performance and financial stewardship.

    • Implement operational best practices with robust quality assurance mechanisms, ensuring teams consistently exceed performance goals across all properties. Maintain compliance with service level agreements, leases, management contracts, and internal accounting policies.

    • Ensure departmental staff, service providers, and third-party vendors deliver on commitments, fostering a safe, effective, and high-performing workplace. Build and sustain strong relationships with internal departments, corporate teams, and executive leadership.

    • Establish stakeholder engagement strategies involving finance, HR, legal, IT, and other enterprise functions. Facilitate cross-functional collaboration and external partnerships in order to support remote facilities and enterprise-wide service excellence.

    • Develop vendor relationships that enhance cost efficiency and operational quality. Support the creation and management of operating and capital budgets including project reporting, variance analysis, and financial forecasting.

    • Partner with risk management to ensure appropriate protections across the portfolio. Lead talent development initiatives, mentoring team members and recruiting aligned professionals to meet departmental and organizational goals.

    • Participate in committees and task forces as needed. Serve as the accountable leader for facilities performance and customer service, maintaining direct engagement with hospital administration and departmental stakeholders. Conduct regular evaluations of clinical, research, and support areas to ensure service delivery meets client expectations.

    • Lead safety initiatives and emergency preparedness, promoting a culture of proactive risk identification, error reporting, and regulatory compliance.

    • Engage staff in continuous improvement and corrective action planning to uphold operational integrity and institutional standards.

    • Performs duties in accordance with Penn Medicine and entity values, policies, and procedures

    • Other duties as assigned to support the unit, department, entity, and health system organization

    Education** **/Experience

    Bachelor's Degree required - 4+year Maintenance Management (or equivalent lead role) Experience in a medium to highly regulated or technical field.

     

    1 +year experience in Healthcare facilities management. Professional association with ASHE NFPA APPA or similar preferred or must join within 18 months of hire

     

    Registrations and Certifications preferred

     

    PE preferred or ASHE CHFM certification preferred or must complete within 18 months of hire.

     

    Engineer Grade A License or equivalent preferred or must complete within 18 months of hire.

     

    OSHA 30 certification or must complete within 18 months of hire.

     

    EPA Section 608 Technician Certification - Universal required or must complete within 18 months of hire.

     

    NFPA 70E- Electrical Safety or must complete within 18 months of hire.

     

    Skills and Abilities

     

    Computer skills a must. MS Office, MS PowerPoint, scheduling, planning, budgeting, financial programs, and CMMS. MS Project, helpful.

     

    Proven experience in identifying, developing, and motivating team members.

     

    Financial Acumen, Customer Focus (internal and external), Communication Proficiency (oral and written), Time Management Skills, People Management Skills, Business Development, Leadership, Data analysis X Premises Operation and Maintenance - Knowledge of and ability to ensure safe practices in daily operations and effective maintenance and repair services for physical premises and leading teams. Active Learning - Knowledge of methods and ability to grasp new concepts, adopt new mental models, and revise ways of thinking and behaving, with the understanding that this is an ongoing business necessity.

     

    Flexibility and Adaptability - Knowledge of successful approaches, tools, and techniques for dealing with changes and adapting to a changing environment, ability to adapt as needed.

     

    Emergency Management - Knowledge of and ability to use tools and techniques to prepare for, mitigate, respond to and recover from an emergency.

     

    Health, Safety and Environment (HSE) Policy Compliance - Knowledge of HSE policy, ability to implement HSE policies to ensure that provided products and services are safe for people and then/Experience
