The Compliance Rate Policy Specialist will: + Lead implementation of DHS’s CFSS transition as the tiered rates SME for self-directed LTSS + Translate policy into system and contract specifications + Coordinate multi-agency testing and vendor delivery + Produce implementation materials for required legal, labor, procurement, and technical review Responsibilities include: + Coordinate compliance initiatives for self-directed services that adhere to federal rules as required by the Center of Medicaid and Medicare services, the State and the collective bargaining agreement + Coordinate, and deliver audience-specific communications and training for program participants, direct support workers, providers, and lead agencies to ensure clear understanding and consistent application of rate and wage requirements under federal, state, and SEIU collective bargaining agreement + Advise division and department staff on policies, processes, reports, and training for home care and self-directed services participants, families, providers, and lead agencies to ensure participant rights, provider compliance with the SEIU collective bargaining agreement, and adherence to applicable state and federal program and employment laws + Short-term project support, coverage and back-up, special event support, policy or technical triage, data and reporting assistance, and continuance improvement tasks and other duties as assigned Minimum Qualifications _**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_ 2 years professional experience in policy analysis, compliance, or program administration within health and human services, government, or a related field. Experience must demonstrate the following: + Experience with and knowledge of relevant policy, program rules, stakeholder contexts, and familiarity with Minnesota’s Medical Assistance (MA) long-term services and supports, including Personal Care Assistance Choice, Consumer Directed Community Support, Consumer Support Grant, and Community First Services and Supports + Experience developing and writing operational protocols, procedures, technical specifications, and implementation artifacts, with general knowledge of business, management, and procurement processes such as RFPs and contract deliverables + Understanding of Disability Services Division (DSD) priorities, DHS values, and related reform efforts, including working knowledge of federal and state employment laws as they apply to self-directed services Bachelor’s degree in Public Policy, Social Work, Human Services or related field may substitute for 1 year of professional experience OR Master’s degree Public Policy, Social Work, Human Services or in related field may substitute for 2 years of experience Preferred Qualifications + Analytical reasoning and policy analysis (applies trained techniques and methods to model fiscal and operational impacts) + Advanced communication; requires written and oral communication skills, translation of technical content for diverse audiences and draft partner communications and decision memos + Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint) and ability to learn new systems (Electronic Visit Verification, Medicaid Management Information System, MnCHOICES assessment + Knowledge of requests for proposal and contracts + Variety of experiences working effectively with others from different backgrounds and/or cultures Additional Requirements To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
