    Responsibilities

    As a Software Engineer SME, you will provide technical leadership in the design, development, testing, and management of complex application development projects supporting critical IT infrastructure. You will architect and develop advanced software solutions that process large-scale data and enable advanced analytics to support a forensic and investigative ecosystem.

    Key Responsibilities

    + Lead and architect application development projects that integrate with IC Data Services and handle sensitive intelligence data

    + Design and implement complex ETL processes for data movement across classification boundaries

    + Develop specialized software solutions for processing, analyzing, and visualizing intelligence data

    + Create scalable data processing pipelines that meet strict security requirements for classified environments

    + Integrate third-party components and introduce new custom capabilities aligned with IC standards

    + Architect software solutions that effectively interact with cross-domain systems

    + Optimize existing code and recommend process improvements for handling classified data

    + Automate operations and maintenance tasks within secure environments

    + Lead technical project milestone reviews and code architecture sessions

    + Provide technical leadership and mentorship to engineering teams

    + Establish development best practices for secure coding in classified environments

    + Participate in Program Increments (PIs) and Agile Release Train (ART) activities

    + Support the multi-enclave environment (Unclassified, Secret, and Top Secret)

    Required Qualifications

    + Bachelor's degree or master's degree with 10 years of experience OR Associate degree with 13 years of experience OR High School/Diploma with 16 years of experience,

    + Minimum of 10 years of experience in software engineering

    + Active Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) and ability to obtain a Counterintelligence (CI) Polygraph.

    + US Citizenship is required.

    + Experience with SAFe Agile framework

    + Strong understanding of forensic and investigative system requirements

    + Demonstrated experience designing and implementing complex software solutions in secure government environments

    + Prior experience with ETL development in classified environments

    + **P** **roficiency** **with:**

    + Multiple programming languages with primary focus on Python

    + Software architecture principles for secure, classified environments

    + Complex ETL workflow design and implementation

    + Advanced data processing pipeline development

    + Object-oriented design patterns for large-scale systems

    + Relational databases in secure environments

    + Message brokers such as RabbitMQ, Kafka, and Redis

    + Elasticsearch/Opensearch, Splunk, and other data platforms at enterprise scale

    + Containerization and orchestration technologies (Docker, Kubernetes)

    + Cloud platforms (AWS GovCloud, SC2S, C2S)

    + DevSecOps practices and tools for classified systems

    + Performance optimization for data-intensive applications

    + Security engineering principles specific to IC requirement

    Desired Qualifications

    + Active TS/SCI with CI Polygraph

    + Bachelor's degree in Computer Science, Engineering, or related fieldExperience with:

    + IC Data Services frameworks and integration protocols

    + Cross-domain solutions and secure data transfer methods

    + Data streaming and integration technologies such as Apache Nifi, Cribl

    + Infrastructure as Code (Terraform)

    + GraphQL schema design and API development

    + Microservices architecture in classified environments

    + SAFe Agile methodologies

    + Working with specialized IC data formats and schemas

    + ETL processes across classification boundaries

    + Data masking and protection techniques for sensitive information

    Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

    USD $146,200.00 - USD $228,400.00 /Yr.
