This recruitment will be used to fill one part-time (approximately 20 hours per week) Program Representative 1: Clean Boating Program Assistant position for the Oregon Sea Grant at Oregon State University ( OSU ).
Oregon Sea Grant is seeking a part-time Clean Boating Program Assistant for this role. The department seeks someone who enjoys travelling for work, has good communication skills, and is knowledgeable about boating and boater regulations. Additionally, they should have some kind of technical or professional-level experience advising and/or instructing the public concerning specific programs or processes, monitoring programs, or performing participant reviews. All backgrounds of expereince are encouraged to apply and demonstrate how their unique expereince meets the minimum requirements for this position.
The Clean Vessel Act ( CVA ) is administered by the US Fish and Wildlife Service and requires recreational motorized vessels to keep untreated sewage out of inland waterways and waters within three miles of the coast. Treated sewage is also prohibited from being placed in inland waterways. In Oregon, CVA programming is administered by the Oregon State Marine Board ( OSMB ), which provides funding to Oregon Sea Grant ( OSG ) to perform technical site visits to equipment and outreach and education with Oregon’s boaters.
This job will support the CVA Coordinator at Oregon Sea Grant. The main duties are traveling to CVA -funded facilities to provide technical assistance and outreach to facility managers and to attend public boating outreach events such as boat shows, fishing tournaments, and fishing seminars. For site visits, the Assistant will travel to facilities, test equipment, and discuss the status of equipment with facility managers. The Assistant will document equipment test results and details from conversations with facility managers. For boating events, the Assistant will be responsible for traveling to and from events, setting up a booth, distributing outreach materials, and talking to boaters during the event. At events, the Assistant will record the number of people talked to, number and type of materials distributed, and capture the highlights of conversations. Each event will be a minimum of four hours. The conversations will be focused on the Clean Vessel Act, which keeps recreational boat-based sewage out of waterways and provides equipment to do so (boat pumpouts, porta potty dump stations, and floating restrooms). The Assistant will educate boaters on the location of equipment, how to use it, and why there is a need for it. They will also answer questions boaters may have regarding equipment.
Other duties that may be required are assistance with workshops, participation in trainings, and other events as the opportunities arise.
The position duties consist of an uneven schedule that is built around facility site visits and various tradeshows and events in the recreational boating community. There will be regular meetings with the Assistant’s supervisor and training on testing CVA equipment will be provided.

Key Responsibilities
35%:Travel to and attendance of pre-determined boating events (boat shows, fishing tournaments, seminars, etc.).
+ At these events, the Assistant will need to be present and interact with attendees for at least four hours.
+ The Assistant will provide verbal and written information to boaters who visit the booth. Information to be provided and materials to distribute will be provided by the CVA Coordinator.
+ The Assistant will be responsible for arriving on time at events and setting up and taking down the booth.
+ The Assistant will be responsible for tracking the numbers of boaters interacted with and the number of materials distributed.
45%:Travel to CVA -funded facilities around the state of Oregon to perform technical assistance site visits
+ At these visits, the Assistant will test equipment and determine if it is operating correctly.
+ Site visits will be documented on forms provided to the Assistant from the CVA Coordinator.
+ The Assistant will be responsible for arriving on time and being professional during the visit.
15%:Documentation of conversations with boaters at events and materials distributed; tracking materials and booth resources; documentation of site visit results and conversations with facility managers; communicating all information to CVA Coordinator.
5%:Meetings with CVA Coordinator to check in regarding events and ensure Assistant has all information and materials necessary for success in the role.
What We Require
Two years of technical or professional-level experience advising and/or instructing the public concerning specific programs or processes, monitoring programs, or performing participant reviews.
What You Will Need
+ Boating experience and knowledge of boating regulations
+ Motorized vessel experience (sailboats are included in this category) is preferred; if the candidate is a paddler, they need to have more than 20 excursions. Paddle sport guiding experience is an acceptable substitute for motorized vessel experience.
+ Physical abilities: walk on uneven surfaces in any weather on docks over moving water; some days will be miles of walking on docks and steep gangways that are not ADA accessible; lift 5-gallon buckets (~50 pounds) from off of a dock; be on boats for up to a few hours at a time that are often small and without cover, and conditions can vary from very hot and sunny to cool and rainy.
+ Ability to talk to anyone despite physical and political differences
+ Need to remain calm and open when boaters express opinions not in line with personal beliefs or challenge the reasons why the CVA program is useful
+ Ability to redirect conversations back to CVA when boaters bring up irrelevant topics
+ Ability to talk to both the public and boating professionals such as harbormasters, maintenance personnel, and marina managers
+ Ability to travel, including weekends, evenings, and some overnights
+ Ability to work independently and reliably
+ Ability to make own schedule and show up to appointments on time
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess, and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.

+ Grant budgeting experience: will need to keep to a specific budget and do regular check-ins with supervisor
Working Conditions / Work Schedule
The primary work locations will be at various events related to recreational boating and at facilities that are hosts of CVA equipment. Most of the events will require travel by car to attend. The Assistant will need to bring supplies for the events and site visits, which may include a table, chair(s), canopy, banner(s), tablecloth, informational materials, and materials for distribution. Loading zones may not be convenient and may involve walking over uneven terrain. At CVA -funded facilities, the Assistant will walk on docks that are over moving water, lean down and lift 5-gallon buckets repeatedly (~50 pounds each), be on boats, walk up and down steep gangways, and be outside in all types of weather.
Events may take place in the evenings, on weekends, and/or require overnights. Hourly compensation will not change if outside traditional working hours. The Assistant may be able to drive an OSU vehicle if they are located near an OSU campus; if they rent a car or use a personal vehicle, the appropriate reimbursement will be provided. Meals and Incidentals will be provided as reimbursement when appropriate.
