             Job Description THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $95,142- $109,000.00 THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF COMPUTER ASSOCIATE (TECHNICAL SUPPORT). The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record. PASSPort Payment Service -Processes over 3,390 payments across nearly 300 contracts including Preventive, Family Enrichment Centers (FEC), Homemaking, Community Partnerships, Parent Advocate, Analytic, Limited Secure Placement (LSP), Non-Secure Detention (NSD), Non-Secure Placement (NSP) Aftercare and other DYFJ human services contract payments. These programs are complex and require expedient processing of invoicing. The Payment Analyst must be proficient with systems and programs such as the New York City Financial Management System (FMS), the New York State Benefits Issuance and Control System (BICS), PASSPort and other internal systems to complete work assignments Reporting directly to the Assistant Commissioner of Administrative and Child Care Voucher Payments for Payments Services, the Operation Support Advisor will be responsible for the following but not limited to: - Perform analytic and technical support in NYC’s systems such as the Procurement and Sourcing Solutions Portal (PASSPort), FMS, AIPTM, WMS, and BICS to facilitate the workflow of invoice processing for internal stakeholders and payments processing to vendors. - Provide analytic and technical support for the issuance of payments to internal stakeholders, and childcare providers/programs as appropriate. - Manage, monitor, track, and follow up on inquiries received by Assistant Commissioner to ensure that responses are sent timely. - Respond to inquiries and assists with all customer service inquiries from leadership, staff, providers/programs and vendors. - Utilize systems and programs such as the Procurement and Sourcing Solutions Portal (PASSPort), FMS, AIPTM, WMS, BICS, ACCIS and MS software to facilitate work assignments. - Facilitate walkthroughs, assisting staff in understanding specific roles/tasks in PASSPort. - Liaise with MOCS staff, the MOCS Helpdesk; submitting Helpdesk tickets as needed. - Liaise with managers and staff in the various Payments units to track tasks and follow-up on deliverables. - Gather relevant, confidential/privileged information and data for potential fraud investigation. - Prepare accurate, clear and detailed reports and/or spreadsheets for management, based on thorough research related to payments data as needed. - Provide administrative and office support to the Assistant Commissioner, such as coordinate complex scheduling, calendar management, email management to monitor, tracks and follow up on inquiries to ensure that responses are sent timely, and other administrative duties as needed. - Support the Assistant Commissioner primarily with developing, implementing, and tracking goals aligned with the Commissioner’s priorities and provide additional support to executive team members, as directed, to ensure that agency goals and objectives are accomplished and that operations run efficiently. - Coordinate special projects, requests and responses that involve multiple divisions across ACS and/or other City agencies that require quick turnaround by oversite agencies such as City Hall and others. - Participate in meetings, projects, and initiatives, as assigned. - In the temporary absence of the supervisor, may perform the duties of supervisors in their absence to ensure operations of Administrative and Child Care Voucher Payments continue. - Perform related tasks, as necessary. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience, in mainframe computer, mid-range computer, LAN or WAN computer environments and or local desktop support; or" 2. An associate degree or 60 semester credits from an accredited college or university and three years of satisfactory, full-time experience as described in "1" above; or 3. A four-year high school diploma or its educational equivalent and four years of satisfactory, full-time experience, as described in "1" above; or 4. Education and/or experience equivalent to "1", "2", or "3" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits, from an accredited college or university, for six months of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and two years of satisfactory full-time experience, as described in "1" above.
