             Job Description The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBO) throughout New York City. Our central task is administering available city, state and federal funds to a wide range of innovative, practical and quality programs that positively impact youth and communities. A Community Action Program (CAP) is a network of local, non-profit agencies that helps low-income individuals and families achieve economic self-sufficiency through a variety of services. Originally established by the Economic Opportunity Act of 1964 the “War on Poverty," these programs are funded by the Federal Community Services Block Grant (CSBG). The Department of Youth and Community Development is the designated Community Action Agency for New York City, and locally administers CSBG funding through Community Based Organizations through the provision of a myriad of services to assist low-income individuals and families to attain the skills, knowledge, motivation and opportunities they need to become self-sufficient and productive members of their communities. Through periodic citywide Community Needs Assessments, funding is provided to address the unique highest priority needs identified within each community. Under the supervision of the Assistant Commissioner for Community Development, The Senior Advisor will be charged with ensuring that DYCD and the providers community remain in compliance with the terms and provisions of the Community Services Block Grant. This will be achieved through: - Partnership with community leaders local elected public officers, community boards, etc. to design services in which area residents attain the skills, knowledge, motivation and opportunities needed to become self-sufficient and productive members of their communities - Remaining apprised of effective tools, services and supports that alleviate poverty in the most disadvantages communities, such as job creation, access to education, healthcare, leveraging technology and enhancing social safety networks. - Assist with developing new program areas as trends emerge - Representing DYCD in the various forums that promote effective service delivery, methods to alleviate poverty, and coordinate campaigns to enhance DYCD’s profile as the Community Action Agency for the City of New York - Timely and accurate submission of monthly, quarterly, and annual programmatic reports that contain appropriate analyses of services provided and their impact on communities serviced . - Review, analyze and evaluate program data, contract performance reports as well as agency audits, and procurement and fiscal documents to ensure contract compliance as well as responsiveness to the needs of various constituencies. - Provide assistance to CBOs to identify resources, strengthen linkages and referrals, and develop and promote best practices. EXECUTIVE PROGRAM SPECIALIST - 06854 Qualifications 1. Bachelor’s degree in Public Administration, Business, Law, or a related field from an accredited college and six months of satisfactory full-time professional experience in compliance, auditing, accountability or governance roles, preferably within the public or nonprofit sector 2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or 3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or 4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
